Fullerton Employee Arrested for Embezzling $35,000

The OC Register is reporting that the former risk manager for the city of Fullerton was arrested today and charged with running an embezzlement scheme and stealing over $35,00 of public funds.

According to the story, Phillips is accused of processing false injury claims filed against city workers on behalf of his friends. Phillips apparently had the authority to approve the claims and authorize payment himself. He has been charged with 10 felonies and is out on $50,000 bail.

Of course this type of thing won’t sit well with the local critics, especially in the awakened age of Bell. Questions abound. For instance, who hired this guy? What else did he steal? Who else is stealing? Why did he have the sole authority to pay fraudulent claims? And finally, was the arrest intentionally delayed until two days after the election, in order to protect the public image of former public employees, two of whom were running for office?

We’ll probably never know the answers to all of these burning questions, but that won’t stop us from asking.

  1. In this case it looks like the city audit staff caught this scam in it’s early stages. Got to give credit where credit is due.

      martin b is right. Why was this hushed throughout the election campaign? The cops leaked the fake Norby spouse abuse BS the next day!

      And speaking of the cops, how’s that case of sign theft against my former owner Roland Chi going?

  2. Yes Hollis, let’s congratulate a couple of staff members for actually doing their jobs. While we’re at it, let’s commend the brave police officers who put handcuffs on the risk manager, too. And the court clerk who processed the paperwork. And the guy at the bank who managed to make photocopies of the checks for the DA.

    Now that we’re done with that BS, let’s talk about the actual problem. I’d like to know what in the hell is going on in city hall, and how do clowns like this get hired in the first place?

  3. Every company has a thief. Glad they got this one early on. Ask the private sector what their “shrinkage” factor is. That is employee theft plus shoplifting. It usually runs 2-3% or more. So if the City has a $250,000,000 budget and it loses $35,000, which is 1/10,000 of the total budget. It looks like they are doing a pretty good job.

    Ask Tony Florentine how much his employees steal from him, or Jack Franklyn…

  4. Uh, nobody at my office can write a check for $10,000 without anybody asking questions. They’re lucky the audit department caught it, but it shouldn’t have gotten that far.

  5. I don’t care if it was a thousand dollars that’s my money! That’s money that was stolen from me by the government. It was money I could have used to pay rent, buy my kids braces, or perhaps by a new car! This guy should have never had that much authority! Time to clean house! Fire the city staff and start over! If they don’t get to retirement then they’ll have to wait a while to collect more of my tax money!

    1. Compton it sounds like the staff locked this case up so there was nothing the cops could do to screw it up or make hay for a good lawyer. Maybe the city staff could finish off the investigation on the sign stealing case and we could have a quick resolution to that as well.

  8. I wonder if anyone outside of city hall takes a look at all of the claims that the city pays out every year. How many are there, and how many crap claims are paid out just to avoid the cost of litigation?

  9. will our civic leaders look closely at mr phillips’ close friends at city hall and spell c-o-l-l-u-s-i-o-n? will our civic leaders ponder why mr phillips was hired? what were his qualifications, experience and who supported/pushed for him to be hired by the city. and here I expose my ignorance, what is a risk manager and why can’t a manager employed by the city handle its risks by him or herself? Until now, I never knew their existed a risk manager job title

  10. Perhaps I’m not reading carefully enough.

    The thief is identified as a FORMER employee of Fullerton. Does that mean he pulled these scams-crimes AFTER he left his city job, or were these crimes committed when he worked for the city and then were uncovered after he left?

    And my guess at the answer to the question posed by Van get… is that a “Risk Manager” is basically an employee who works with insurance matters, e.g. claims, getting bids from insurance carriers, etc.

    In the “best case” this guy was fired or left city employment and then perpetrated the frauds based on papers and records and forms and procedures which he knew, obtained, learned from back when he was working for the city, and then someone in the city audit staff noticed his name popping up on paperwork processed after he was gone.

    1. The article said he was approving claims he cooked up. He was an employee until August so presumably was quietly fired and charges were filed.

      But boy was that kept quiet by the same cops that were happy to leak a trumped up charge against Norby.

  11. Rain, you are way off. The article says the crimes were committed in the course of his employment. He resigned after he was confronted with the allegations.

  12. Before joining Fullerton, Phillips worked for ICRMA, a pool of local Cities, INCLUDING THE CITY OF BELL. Guess that is where he learned his trade…..

      I am aware that Norby made his career as a public high school teacher (with much acclaim) and simultaneously served many years on our city council, then matriculated to County Supervisor and got a shot at State Assembly and won over supposed “favorites.” All public service jobs but not really the classic “trough feeder” stuff as I guess at a definition of that term.

      BUT, I do not know of, or understand your accusations against Nelson.

      I’ll skip “self-important” (whatever that is supposed to mean), but “unprincipled liar” PLEASE inform me regarding his lack of principles and particularly his “lies” – and get as specific as possible so that I can check it out and/or ask him about it.

      This blog (from the admin side) provides a wealth of factual information about candidates which is very important and which USED TO BE the job of the free press – before they became part of the Atheist, Leftist, anti-Man, anti-Family, Democrat-Communist Party of America.
