Hippocratic Oath for the FPD?

You ain't in Mayberry anymore...

Dedicated commenter “corrupt” gave me great idea a while ago about applying a sort of Hippocratic Oath to our police here in Fullerton. They already take an oath of some kind which, based on recent events, doesn’t seem to have done much good. Nevertheless, I persevere in my attempt to get our boys in blue to toe the line – before we replace them with boys in green.

Here’s my oath:

1. First, I will do no harm to those I am supposed to protect and serve. This includes perpetrating no credit card fraud, assault or sexual battery, kidnapping, theft, homicide, or encouraging suicide while in custody.

2. I will obey the same laws that apply to people who pay for my salary and pension.

3. I will not make public statements that are intentionally misleading, or that are outright fabrications.

4. I will not accept free food or drink at downtown bars.

5. I will not fabricate evidence, falsify reports or commit perjury in order to prosecute the innocent; I will not cause others to do same.

6. I will not consider being recorded by citizens in the exercise of my job duties a reason to illegally confiscate recording devices; nor will I cause said citizens to be assaulted, arrested, or prosecuted (see 4, above) for exercising their rights as free men and women.

7. I will not knowingly permit any of my fellow officers to violate items 1-6; I will immediately report any such violations to my superiors. Superiors will do likewise – up to the civilian immediately in charge of the Police Department.

  1. I will not kill or permanently injure suspects being apprehended for committing minor or non-violent crimes, even if they “resist arrest” or attempt to evade the police, and even when force is needed to subdue them.

        A job is available with medical that allows someone to live until 90,

        That job is offerded to 1 individual at the age of, lets say 30,

        Then he/she retires at 50,

        That means a 20 year carreer,

        90-20= 50 years of retierment + medical costs,

        (20 year Job+50 years of pension) + [ last year pay hiked by overtime (50%) ] multiplied by 90% =

        total years payed out for one transient employee =20+50=70 years acrued for one job

        One job = 3 1/2 transient employee and retiree being payed out.

        Job offered @ average pay of $60’000 starting

        20 times $60,000+(60,000 times 50% last year over time)=$1,230,000 for one individual

        $1,230,000 + (3.5 living people times $1,250,000)= $5,625,000

        $5,625,000 * 15% tax= $6,468750 plus inflation bla bla bla.

        $6,500,000 divided by 20 years = $325,000 for
        Actual cost for that local gov. job.

If I do, however, I will not shout “stop resisting” knowing full well he isn’t. If I do, I will not then perjure myself in front of judge and jury and claim that he resisted arrest.

      Also, public servants don’t hold the patent on being of service to others. Many civilians practice being of service without medical, vacation, or a pension.

I will look my wife, children, and family in the eyes and will realize that I will treat others and I would want my own to be treated.     I would suggest a requisite, reasonable level of responsibility on our part plays an essential role in this equation, if we truly want to repair our broken system.

    Civility is a two-way street.

    Actually, it’s a multi-way street.

    Our constitution guarantees us certain “unalienable rights.” These are our Rights, and they are precious and rare.

    We have the right to speak our minds, we have the right to associate freely, we have the right to refuse unlawful search and seizure, we have the right to move freely within our communities and we have the right to be safe in our homes.

    These rights are being impinged upon and violated by LE and government, no doubt about that. No doubt.

    But think about this:

    Citizens don’t have the right to get drunk and go careening around in their cars, but they do it anyway.

    Citizens don’t have the right to engage in boozy street fights, but they do it anyway.

    Citezens don’t have the right to rape, but they do it anyway..

    Citizens don’t have the right to steal, but they do it anyway.

    Law enforcement is by definition required to deal with those citizens who willingly overstep the boundaries of civility and “break the law.” After centuries of this, LE has devolved into an “us vs. them” miniculture and mentality that will most likely never change. Kelly’s murder at the hands of the FPD has brought this sorry truth to the forefront of the endless public debate like nothing I have ever seen in my lifetime.

    I’m not Rodney King. Far from it. I know we will never “just get along.”

    I don’t much care for the police and I don’t want them anywhere near me. Frankly, the few law enforcment guys I’ve known in the course of my life were all condescending assholes. I want nothing to do with the police.

    In a perfect world, the police would be not only invisible, but unnecessary.

    But it’s not a perfect world. It’s a dangerous, shitty world, and we rely on the police to sweep up the dangerous shit.

    After awhile, the police see all of us as dangerous shit. This is where we are right now. They don’t trust us, and we definitely don’t trust them.

    This will never change. Never. It will likely get worse.

    So let’s go forward with the “Hippocratic Oath” for law enforcement. This is a fabulous idea.

    But we have responsibilities as well.

    1. Well said. Even in a not so perfect world it ought be that when you walk down the street, you happily tip your hat when you greet a police officer because you know he or she is a dedicated individual that has been trained to watch your back in a crisis.

      It ought not be that when you see a policeman, you cross the street to avoid contact because the possibility exists your world may suddenly crash down around you.

          The San Diego/North Park incident happened a couple weeks ago. It was a big deal down here, deservedly.

          Have a look at the citizens who rushed to the aid of the fallen officer. They’re us. They’re every one of us.

          I’m willing to bet that everyone on this blog would rush to assist a fallen police officer, irrespective of our personal views of law enforcement or anything else. I have that much faith in us, at least.

          This, in a sense, is why we’ve rushed to assist Kelly and his unwitting cause. It’s the same thing.

          Somebody is down. Someone has been attacked, they’re down, and they need help. Now.

          The good citizens of North Park did exactly that. They rushed in and pretty much saved the day.

          One of them will bear knife scars on his body forever, for doing the right thing, taking the high road.

          Flash forward to July 5th. Kelly Thomas is basically being slaughtered by a gang of policemen.

          There was nothing the citizens could do for Kelly, except watch, record, and remember.

          And this is what we’re doing, as good citizens.

          This is not an anti-police rage page. People have their own agendas and all that, and that’s cool. This is what makes our country so frigging rare and unique.

          This is what makes FFFF so frigging rare and unique.

          We’re here together because a clot of out-of-control police officers murdered a helpless innocent man. Kelly certainly wasn’t the first, and sadly, he won’t be the last.

          But he stirred something inside the heart, soul and guts of people all over the world, and that stirring is growing, daily. Kelly’s detractors try to disparage his name in many ways, but his message continues to advance.

          The problem isn’t the police. They’re the target right now, and justifiably so — at least in Fullerton.

          The problem is police culture and police corruption, aided and abetted by political corruption at the local level and beyond.

          The problem won’t end with the conviction of Kelly’s murderers. It will never end, really, and the sad truth is that the dirty machinations of local politics will likely result in far less than what Truth and Justice deserve. I hate to say it, but it’s true.

          40 years ago, I would’ve refused to say it. I love you guys because you still refuse to say it. I’m with you, all the way.

          The problem in Fullerton is systemic corruption. The world is watching, but keep it local.

          You can win this.

          1. Local corruption has a thread of transient, pass the buck to the next guy while i retire, element to it. Local civilians need to cut off the funds to this corruption. A 51st state for So Cal. is looking really good right now. Rewrite some new state tax laws, so put something on the drawing board people.

            My vehicle= 6500 pounds.
            It gets 20 miles a gallon.
            I can push it 20 miles at a speed of maybe .25 miles an hour, give or take the hills around here.
            20 miles÷.25 mile per hr=80 man hours
            So a gallon of gas actually costs 2 weeks of labor.

  14. I think this is pretty good. Don’t know about the free food and drink at downtown bars. Obviously, if cops are wining and dining for free, that’s excessive. But it’s a bar-owners perogative to give out comp drinks (they just have to make sure that sales tax is being recorded on the cost, not the retail value), and bar owners do want to be on good terms with the cops, because those cops are often called to break up nasty fights or detain violent suspects. Now, of course, any bar that is sleeping, figuratively, with the cops and uses that relationship to get special favors, or, let’s just say, engineer the apprehension of a homeless person they don’t like, is way out of line.

  15. Hey, since the murder of Kelly Thomas, I have been feeling guilty about my neglect of the homeless in my city (Fullerton). So I went in search of my favorite homeless guy, Mike, I wanted to give him a little $$$ today.

    I went in the liquor store on the corner to ask if they’d seen Mike. The clerk said Mike was not allowed in the store anymore. He said he had no problem with Mike, he did not cause problems in the store. But the FPD contacted the owner of the store and told them there had been complaints about Mike, and they did not want him to be allowed to purchase anything in their store. So the owner told his employees not to allow him in, HE SAID HE DIDN’T WANT TO LOSE HIS LICENSE.

    I realize that businesses have the right to refuse service to those who offend them. But Mike was not offensive in their store. THE OWNER WAS INTIMIDATED BY FPD.

    Another example of corruption on the part of FPD. And don’t tell me about how Mike goes to the liquor store to buy alcohol. I don’t care. The point is —– FPD IS CORRUPT.

      The beating continued even AFTER Kelly was motionless and unconscious.

  21. I was eating dinner at the Summit House last month and saw it was packed with cops in Fullerton uniforms. I watched one Fullerton cop eat 2 or 3 lobster tails. He was huge, maybe 6-8 275 lbs he looked like he was on steroids. One cop brought a police dog in and it sat by his feet and he fed it steak table scraps. I heard one of the severs tell the cop that dogs were not allowed in the restaurant. The cop mumbled something about helper dogs and monkeys but he did not remove the dog from the restaurant. I saw a couple empty bottles of wine under the table, but I would not tell who had been drinking them. Maybe the very young women who were eating with these much older men.

    The cops turned up their radios and ran out of the restaurant telling the server they had to respond to an emergency. Needless to say the bill was not paid.

  30. Some really good points have been brought up related to this topic. Is it time for a taxpayers Bill of Rights? Something that will help the police, police themselves? Why are complaints about the police department supposed to be turned in at the FPD front desk? Check the FPD web site. Does anything really happen with a complaint turned in to the FPD about the FPD? What’s wrong with this picture? Is it time that the taxpayers know who has been hired to patrol our streets? What is in their personell file? This is our tax money and our community. Why do we have deviates, hired and kept in place by the good old boy system? Multiple complaints should result in a kick to the curb with no further pay or benefits. That is how it would be in the real world.

A few departments are using the head gear and other mobile camera systems now to protect themselves from false allegations, but the systems are pricey and very cumbersome. A few months ago a guy said he wanted to file a complaint because they guys had just stolen $1000 from an envelope in his car. When he found out we had 3 unit cameras and pointed at his car, along with a video camera in the car the whole time, he decided he didn’t want to file a complaint and happened to find the money in his pocket. I love cameras. I just know what reality is in terms of what can happen. Like Pat the Ex Lawyer says, all it takes is a shit load of money and we could have everything perfect in this world.

    2. It’s hard to explain to someone with their mind made up about police. Their are actually a ton of good cops out there and good police managers. It’s hard to believe, but most people in police work want bad cops out and if bad cops are found, they are out. I know, hard to believe. I think the issue is what are bad cops. At least 50% of cop encounters are negative encounters. So the people on the other side think the cops were rude, had no reason to contact them, cuffed them too roughly, used too much force, or made things up about them. Now how do you determine what is true and false? Every internal affairs unit I have been involved with has been honest, fair, and impartial. They just investigate and make the determination, true or false. The Chief or whatever is in place determines the discipline. Cops are humans. They make mistakes. They get into accidents, they say cuss words, they make mistakes. Every human mistake should never be punishable by termination. In some activists eyes, they should be fired no matter what. Finding that fair ground is where the police officer rights come into play. Without them, there would be no fairness when it comes to the discipline. I have seen very harsh discipline, I have seen light discipline. Most has been consistent and in line with the offense. Bad cops with multiple violations, or a pattern of issues, will eventually be fired. I think the system seems fair, and people are fired and punished all the time. I just think most people on this board think every cop should be fired the second they make a mistake. Reality is that just isn’t going to happen and the protections are in place for that not to happen. That’s why it’s also so hard to get into a cop’s personnel file. You have to go all the way to court, have a meeting with both attorneys and the judge, just over the right to see portions of a cop’s file, and those portions will only be something related to the crime he is testifying too. Complex process.

Being that it was Norwalk, I of course turned my head to look (and pray that I didn’t get shot) and it was a female LA County Sheriff’s officer staring at me. Now my registration was paid, my license is current, nothing is broken that involves glass, all lights are fine, so I figured that oh c*ap, I must be speeding, so I slowed down. She tries to get in front of me, so I slow down again to let her, but she doesn’t and in fact gets in back of me, pulls the lights and pulls me over. I’m thinking speeding, I must be speeding. My lights are working, no broken windshield, lights are fine, I’m not texting or talking on my cell, so it’s speeding. I pull over and when she gets to my driver side window, she immediately asks why I’m nervous and asks if I have a gun in the car! (Um, no, it’s at home….) My only reaction was “what??” She got my info and finds nothing to give me a ticket for. Before she lets me go, she tells me the reason she pulled me over was BECAUSE I LOOKED NERVOUS! I swear to God that is what she said. I am not making this up. I told this to another cop who laughed and said, ohhh, how was traffic school, but seriously, that is what she said. Is that a BS reason to pull someone over OR WHAT??? I’m an Orange County resident driving through Norwalk, so I probably DID look nervous. I mean, what if I had an anxiety disorder? That would be no reason to pull someone over. I’m glad I got no ticket, but what the hell? I would really like to know what the reasoning is for pulling someone over for such a reason. Sorry to rant, but that really pissed me off……..

          1. I got her name and reported it but of course it went nowhere. I could have pursued it more, but I honestly didn’t feel like it would do any good. I mean, she could have been smart and said something like, “Oh, sorry, I thought you had a broken tail light but now I see it’s not.” Another family member had a cop scream at him to get out of the car when he pulled him over in LA while he was at work. This family member yelled back that they didn’t appreciate the b*ll s*it tactic of playing superior intimdiating assh*le. (I agree, but at least I was smarter than that and got no ticket.) This person also got pulled over a few years ago by a school for not keeping up with traffic (Yes, he’s now elderly, but still smart.), and he said, um, look at the speed limit sign right in front of us.     City Manager Stephen Dunn hired Yorba Linda-based investigation firm Norman A. Traub and Associates to look into allegations against Adams regarding his handling of a police report taken in 2008 involving then-City Manager Robb Quincey and Quincey’s ex-fiancee.

    One of the officers who investigated the incident, John Moore, threatened to sue the city in January 2010, alleging he was passed over for a promotion and was harassed by Quincey and Adams because he would not destroy the report.

    Moore has since been promoted from sergeant to lieutenant.

    “Chief Adams has maintained from the beginning that he did absolutely nothing wrong, and we believe that the findings by the investigator completely vindicate him,” Larson said.

    Larson said he received a copy of the findings from the investigator, George Vanecek.

    Allegations of Adams having unduly influenced the writing of the report and improper filing process and retention of the report were “unfounded,” he said.

    A third allegation of coercing the destruction of the report and evidence was “not sustained,” Larson said.

    Dunn said he could not comment on the outcome of the investigation until he shares the report with the City Council at its Sept. 12 meeting, but he confirmed that the three allegations were being investigated.

    “That’s all part of one investigation,” Dunn said. “Those three items were allegations in relation to one investigation.”

    There is a second investigation into allegations made by the owners of the Chronic Cantina, which was shut down by the city in 2009 based on an alleged increase in police calls.

    The owners of the Chronic Cantina restaurant and bar are suing the city, alleging former Mayor John Pomierski and contractor John Hennes extorted money from them in exchange for allowing them to operate within the city. They accuse Adams of being involved in the scheme.

    Pomierski and Hennes were indicted in March on federal charges of extorting money from two Upland businesses, including the Chronic Cantina. They pleaded not guilty in federal court in Riverside.

    Adams has not been charged with a crime.

    “We have another investigation going on related to Steve’s involvement in the Chronic Cantina lawsuit and while the investigators told me it’s complete, I haven’t received an actual report yet,” Dunn said.

    The City Council will review Adams’ claim for medical retirement on Sept. 12 in closed session, Dunn said.

    The council was originally scheduled to discuss the claim last month but postponed its decision pending the outcome of the investigations.

    Larson said the allegations against Adams have been politically motivated.

    “Groundless accusations were made against him by people that we believe were motivated by a political agenda, and the city, as it must, investigated those allegations,” Larson wrote in an email. “The independent investigator has now found the allegations unfounded and not sustained. I have heard nothing but positive remarks about Chief Adams from city officials throughout this investigation.”

    Any human being with an ounce of compassion would read this and be deeply moved. This brings tears to my eyes and turns my stomache. I can’t imagine what the surveillance video shows. It’s got to be gruesome.

    This is what happened and what the media needs to relay instead of using terms like “scuffle” and “incident.”

    This was an ugly crime and people need to be made aware of the terrible injustice that has been done to a fellow human being.

    Justice needs to be served.

      If you watch just the small video clip that has been posted on-line of the beating of Kelly Thomas, you will hear Kelly SCREAMING for mercy, and screaming in pain and agony for help. It is absolutely devastating to watch and it will give any sentient human being nightmares; as it rightly should. The guilty will rationalize their actions, minimize Kelly’s pain, and try to dehumanize Kelly. And the sociopaths do not have a conscience. Kelly’s voice calling out for mercy and for help is constantly ringing in my ears and in my mind. Kelly’s voice is still calling out to YOU and to ME and to ALL of us to help him, and to help others like him. Kelly’s voice is STILL calling out for justice to be done, and for the evil doers to be stopped.

      I don’t understand how such vile, un-holy, merciless, sociopathic, sub-human creatures are working in the FPD and in other law enforcement agencies. I will NEVER understand how any of those involved in this murder, or those excusing, minimizing and covering up for this murder, can live with themselves.

      If justice for the murder of Kelly Thomas is not to be had on this earth- due to the evil, complicity, arrogance or apathy of evil men, I know that they WILL ALL be held accountable by a much higher authority, in the end.

      Until then, honest people will continue to bring awareness about what really happened that night to deprive Kelly Thomas of his God given rights to Life, Liberty and the Pursuit of Happiness. Everyone MUST speak up against this evil and do whatever you can, depending on your talents, to bring the evil conspirators to justice.

      If we do not stand up for truth and for the oppressed and downtrodden, who will?? Certainly, it will NOT be the evil ones who will root out this evil. It is up to us.

      I am sickened by the lack of morals and by the lack of compassion and by the evil dark hearts that allowed such an injustice to occur. I am sure that these evil men who were involved would all feel very comfortable as members of Al- Qaeda, where no value is placed on human life.

      If there are some involved, who do not fit the evil profile, then they should immediately come forward and demonstrate that they have a conscience. They should renounce this horrific murder. They should witness against it and they should stand up for truth and justice, no matter what the cost to their personal livelihoods.

      If they do not speak out- they will be judged by honest men, and by God, to be complicit. By their silence, they condone the evil, and allow it to continue unabated. God will not allow this evil to continue forever. God will have the final say. God will not be mocked.

  36. I’ve been wondering about something for a while now. Was Jay Cicinelli always a psychopath? Or did something inside him snap after he was shot back in the late 90’s? I think it happened back around 1995 or 1996. He was an LAPD officer back then.

    Granted, what happened to him back then was horrible. He was shot several times and lost one of his eyes. We can just imagine what that must have done to him psychologically.

    The LAPD did NOT want him back. He was put on permanent disability. He wouldn’t have been physically qualified to be an officer anymore. But here’s what I’m wondering…is it possible that the LAPD also realized that there was something wrong with Jay Cicinelli psychologically? I think they realized he was a walking time bomb, and they didn’t want him on the streets anymore.

    What would be really, REALLY interesting is if somehow something were to be leaked out about his time in the LAPD, before and after the shooting. I suspect there were at least a few people in the LAPD who must have thought he had serious psychological problems and was a danger to the public. Maybe even a danger to other officers.

    What do we really know about this guy? Was he always psychotic? Or was he a normal person at some point, but spiraled downhill after he was shot? I really wish we could get more inside information.

  39. Reality Is, your last couple of posts concerning disciplinary measures towards police officers actually sounded like you have a heart and are capable of being a good cop yourself. Congratulations on that ‘Scarecrow’, or was that ‘TinMan’? lol. In ’98 my wife (who was suffering from a delusional mental illness) was going to the La Mirada Sheriff’s telling them that I was having an affair with another woman. They said, “So, get a divorce.” Then she went back and told the same cop that I am dealing illegal drugs and contraband. They still didn’t buy it. In fact the officer she talked to, made a special call to me to talk father to father with me, as he had a young boy my son’s age. He thought there was something wrong with her as she wasn’t making sense and confided that while she was telling him all this BS, my then 4-year old son told her angrily, “don’t talk about my dad that way”. I love that officer to this day. However, she got to another deputy with the same department, Deputy Carl J. Anna, a little micro-cop with a ‘small man’s complex’ and he believed everything she said and made my life miserable for a couple of months, along with some of his other punk deputies. I filed a formal complaint with the L.A. County Sheriff’s Department for him threatening to shoot me in front of my son. After filing the complaint, I noticed he was stalking me just about every day. I finally got smart and filed a complaint with internal affairs at which time the sergeant taking my complaint asked me if Deputy Anul was having an affair with my wife. I told him it seems that way, because every time she makes a call from her cell phone, he shows up within 5 minutes. After that, the stalking stopped. Fastforward a couple of weeks later at our divorce mediation hearing. My ex invited me over to our condo stating that my son missed me (of course he did). She said to come over and hang out at 12:00 noon. There was a restraining order against me getting close to her and my son (fabricated by her of course), so I checked our court file and noticed a document ‘minute order’ that stated previous domestic violence restraining order is now closed. Therefore, no restraining order in place, so I proceeded to our old condo in La MIrada and as soon as I pull up in the driveway right at noon, I hear sirens. Guess Who? Wonder Boy, Deputy Anna there to arrest me. To cut to the chase, I did a total of 30 days at L.A. County Men’s Central for something I did not do and some dirty work of a punk deputy, backed up by his superiors. That was a Realty, wouldn’t you say, Reality Is?

    1. Hardest part of these calls is figuring out the truth. So he says you pulled a gun. We walk away? We go to your house and treat it like you did pull a gun? You say you didn’t. Now what?   47. Nice work Fedup. I wish I had the savvy back then to be more professional, however I was ‘steamed’. It was the first time I experienced this deplorable behavior from law enforcement. Never been in trouble my entire life. Just a couple of traffic tickets given to me by courteous and professional officers. By the way, when this first started, a lady officer from the NOrwalk station called me and said they have my wife and son there and I could come pick up my son. I flew down there only to be greeted by an over-stuffed officer at the counter attempting to serve me with a restraining order. I left without taking it, telling them to ‘f off’ at the top of my lungs. Then when I got home a called the department and spoke to the same lying bitc@ that called me out and told her she was ‘full of sh@*’ for pulling that on me.
    A week later I get a letter from the DA’s office stating they are investigating an annoying phone call I made to the Norwalk Sheriff department.
    What a bunch of taints!

      1. I forgot to mention that when I was in the Norwalk jail, a Lt. David Waters approached me and said he was investigating my complaint on Deputy Anna and found no wrong-doing on his part and told me to write out an explanation that I accept his investigation findings and if I don’t, my stay in county jail will be a long one. I wrote on his piece of paper, “I (name) do NOT accept Lt. David Waters explanation as to why he found no wrong doing in his officer’s despicable behavior stating that he was going to shoot me in front of my four year old son, thereby traumatizing him. I believe that’s why I spent 30 days in county. This David Waters is now a Chief Commander with the main L.A. County Sheriff’s dept. What a taint!

Like another poster stated, Kelly was set up. Kelly was not observed by cops to be casing cars. He was sitting on a bus bench minding his own biz when they approached him. They had no probable cause or even reasonable suspicion that Kelly had done anything wrong.
    They touched Kelly in an offensive manner, he put his hands up to deflect their touching of him. He then ran 40 ft from the bench to the spot where he was tackled and pummeled to death.

  57. The best thing to do to keep the police in check is to file complaints. The leaders in our community were fed up with the LAPD stopping and searching our community all times day and night. The way we solved this problem was to file complaints. Let anyone you know that when they get stopped by the police for any reason they need to file a formal complaint. The best thing to complain about is the officers attitude or a violation of civil rights for the stop by the police. Don’t belive it if the desk Sgt. tells you its against the law to file a false police report….It is not against the law and is in fact a right to complain about any cop you run up against.

    In LA the cops can’t promote if they have complaints being investigated. The complaints take so long to investigate because there are so many complaints. Sooner or later the cops will stop doing anything that might generate a complaint. The cops will quickly learn your community is not worth messing with.

    When federal agents eavesdropped on the telephone conversations of several drug trafficking suspects, they heard talk of marijuana sales, money transfers and cross-country drug shipments.

    They may have also detected something far more surprising: a Los Angeles County sheriff’s captain.

    Law enforcement sources have confirmed that Bernice Abram, who is in charge of the sheriff’s Carson station, was put on leave after federal authorities notified sheriff’s officials that their captain may have been heard on the narcotics wiretap.

    Officials are trying to determine whether hers is the voice on the recordings, and if so, what relationship she had with the suspects, according to the sources, who spoke on the condition of anonymity because the case was ongoing.

    Abram has been on leave since April, along with her niece, a sheriff’s custody assistant named Chantell White. Investigators from both the FBI and the Sheriff’s Department spent several hours inside Abram’s Carson station Aug. 9.

    An FBI spokeswoman declined to say whether the agency is investigating Abram or to provide additional details.

    In an interview with The Times, Sheriff Lee Baca would say only that the decision to place Abram on leave was spurred by “concerns presented from outside the department … and inside.”

    “I know it’s sensitive enough for her not to be working while we look into it,” the sheriff said.

    Earlier this month, investigators from the FBI and other federal agencies arrested people accused of being members of the alleged Compton-based drug ring that was the focus of the wiretapping. Authorities say Dion Grim, the man accused of being the group’s leader, is a Front Hood Crips associate who operated a walk-up drug house in Compton and illegally shipped Xanax and other prescription medications from Los Angeles to Louisiana.

    Abram said in a brief interview that she didn’t know why she was on leave. She also said she’d never heard of Grim. Her niece referred all questions to Sheriff’s Department headquarters.

    Authorities are trying to determine whether the female voice heard in several recorded conversations with Grim is Abram’s. One source described the conversations as extensive but did not provide details about what was discussed.

    Abram has been well-regarded in her career at the Sheriff’s Department. She joined more than two decades ago, and in 2009 she took the helm of the Carson station, leading some 160 deputies and serving as the city’s de facto police chief.

    Grim, in his mid-30s, is accused of controlling sales, mostly of marijuana, at a notorious walk-up drug house at 927 W. Stockwell St. in Compton. His organization also allegedly had operatives in Louisiana who sold prescription pills there and funneled funds back to Grim.

    During one raid of the drug house, owned by Grim, so much marijuana was flushed that almost 150 grams of pot stayed clogged in the toilet bowl, according to law enforcement records.

    Grim is also an employee at a trash collection and recycling company.

    In one incident, an associate of Grim’s was pulled over on the 10 Freeway with a duffel bag from Waste Management, the sanitation company where Grim works. Law enforcement records say the black bag contained 4,200 Xanax pills and 13 single-pint bottles of codeine with promethazine, also known as “sizzurp” or “purple drank.”

    The other people accused of being part of the ring are Don Taylor, Charles “Big C” Davis, Isaac Lawrence Sparrow, Richard “Face” Jennings, Kenneth Dajaun Mitchell and Chauntay Sharee Rouzan.

    The captain is on leave with pay pending the outcome of the internal probe.

    Baca declined to comment, other than to say the investigation into Abram is ongoing. “We have to be patient … and wait for the facts to come in a holistic way,” he said. “When it gets into my hands is when I have to make a decision.”

    Since 2009, Abram has been in charge of policing the city of Carson and the unincorporated areas of Torrance and East Rancho Dominguez. She started at the Sheriff’s Department in 1987 and has held various posts there, including with the Special Victims Bureau and at the Compton and Century stations.

    According to a department release, she was named woman of the year by the Anti-Defamation League for “combating hate.” She lists a local rabbi as her spiritual advisor, according to the bio, and has been married for more than two decades.

    After taking the helm at the Carson station, she hosted a “coffee with the captain” meet-and-greet with the public at a local Tony Roma’s restaurant.

    Even after she was put on leave, Baca praised Abram, calling her a “terrific leader” who is “highly respected.”
