Of course the purported victim, Edward Miguel Quinonez, has a lawyer: Garo Mardirossian. Geez, Garo may as well open up a Fullerton office. Here is KCAL passing along the news:

You would think that other arrest would be questioned. I think there needs to be a check into there Public intoxication arrests. The fact that an officer can arrest you for public intox, based on his/her observation, especially when you question an officer’s behavior. There is no PAS or blood or breath tests..Just saying!

While I feel it is necessary to know your rights PRIOR to any law enforcement contact, I also recommend you know the phone numbers to your local PD, and it’s Watch Commander. Have this number on your speed dial IF you have any negative contact. This way, you will not be left to fend for yourself. It is also helpful if you feel the officer stopped you illegally, or if their attitude is way out of line with the situation at hand, or does not match what you would consider professional standards

Bus drivers, taxi drivers, fire fighters, medics, commercial pilots, grocery store clerks and nurses are generally good people.
We have far more respect here in Fullerton for the OCTA bus drivers than we do for the Fullerton Police Department.
The riders witnessed a crime . Theyre speaking as if they should call the police or someone needs help, but who do they call to protect.

9c1copcar. I believe if you call 911 from a cell you get the CHP. What if you were adamant that a CHP or a Sheriff’s deputy showed up and not the corrupt locals. Would this not put out a call for a non local cop to show up. The CHP has their problems (yeah they lie about speeds etc) but I have had more favorable interactions with CHP (I deal in commercial fleets and the CHP are in my office alot) than local revenue hunters. Sad thing is I am married to an LEO at the state level (no not a prison guard)… and she is reluctant to identify herself when dealing with the locals. Only once did it escalate into a situation because we ride motorcycles. The locals set up a “check point” and I am not a small weak guy. I have a gray beard and an old bike (several actually) they were trying to goad me and she was being the good witness cop. They turned to her when she said they were harassing me (trying to get me to make a move) they asked her for I.D. and she presented her I,D. allright… They asked if she had a weapon and she replied “damn right” … all of a sudden I was a good guy and they had a report that a bike like mine was being sought for something or other….. My wife does not exclusively hang out with cops, and most of our LEO friends do not either. Everyone is not the enemy that does not have a badge and there is more to life that being an asshole. She believes Kelly was murdered and has dealt with the no neck steroid boys through out her career…. gettin to the retirement and we are both out of this state.
Is it legal to call 911 if you are pulled over?
Yes. especialy if the car is unmarked. It is actually in the cell phone law. the dispatcher will let you know if it is a legitimate cop or not.
The CHP transfers the call to the local agency where you are located. You can can scream, shout, make demands, ask to speak to a supervisor, etc but they’re not going to budge. They are trained to deal with all sorts of calls and they deal with it all day.
Try failing to yield in Fullerton then call 911 from your cellphone claiming that you’re scared because of the Kelly Thomas Beating. You’re probably going to hear “Sir, just pull over so they can talk to you”, “Sir, Sir, Sir I understand but you need to pull over”, “Where are you right now?”, “Sir, you need to pull over”.
Law Enforcement agencies are quite difference from your typical customer service based business like AT&T, sprint, verizon, etc.
You play by their rules not the other way around.
But it is all recorded…. on the 911 call. 911 will contact the local agency and let them know the call was logged in…… and that the driver was asking if it was a legal stop… going to put the cop in a cya mode knowing the driver is on the phone with 911 and the stop is on the log. You can keep 911 on the phone until everything is skosh heck if you get all weird and breathing bad i bet the call will saty recorded.
It sure looks like it’s become us vs. them. Be careful out there tomorrow, don’t give those thugs in blue an excuse. Frankly, they have killed and lied already, and judging from some of the posts here that MAY come from FPD goons, I really believe that some of these monsters would relish the chance to injure, maim and possibly kill protesting citizens. That was me and I am a community member in Laguna Beach, Chief Sellers’ previous command. While here, it was on his watch that a homeless man was tased to death in our city jail, resulting in a six figure settlement with the victim’s family. Coincidence? You tell me. It was also on Chief Sellers’ watch that a distraught and erratic acting older married couple were gunned down at the Montage. The man and woman were killed, although they had but one gun between them. The excuse given for killing both was that the dying man could have tossed the gun to his wife!
As for Chief Sellers being an advocate of Community Oriented Policing, it is true that while here he helped implement programs to deal with our homeless problems, the programs themselves were the result of the work of a citizen advisory committee set up in the wake of the death by taser already mentioned. The community was shocked, appalled and embarrassed that such a thing could happen here in what has traditionally been a bastion of tolerance and progressive thought. Thus, no tears were shed when the chief moved on to Fullerton.
Oh, and it’s bullshit that in two years as chief, Sellers didn’t have time to make changes to the way Fullerton deals with its homeless. He had already been through the process here of appointing a specific officer to liaison with the homeless community. The same could have been done in Fullerton on day one.

ATLANTA — A northeast Atlanta woman, who is physically disabled, said she was roughed up by an Atlanta police officer while being falsely arrested.
Shequita Walker, 40, said she’s been sitting in the same lawn chair outside her apartment complex at Boulevard and Rankin Street for years. She said she likes to sit there and wait for the ice cream truck.
Walker suffers from scleroderma which limits her range of motion and causes pain in her joints.
In April, Walker said an Atlanta police officer approached her and told her to move.
“He came right here and said we had to move, and I said ‘What reason do he have to move?’ ” Walker said.
She said the officer told her, “Because I said so.”
Walker claims she stood and told the officer she was going to call his supervisor.
“That’s when he grabbed me. My ice cream fell and my phone fell,” she said.
Walker said that’s when the officer put her on the ground.
Walker said she has photos of the incident.
Walker said the officer sprained her shoulder in the process, and she had to be taken to Grady Memorial Hospital.

After she was released, Walker said she was taken to jail on a charge of disorderly conduct.
A prosecutor later dismissed the charge.
Walker filed a complaint with the Citizens Review Board. The board ruled that the officer made a false arrest and recommended a three-day suspension.
So far, no action has been taken.
Records showed this is not the first complaint against the officer.
“We’ve gathered hundreds of signatures from people in this community who do not want this officer on the street,” attorney Tiffany Roberts said.
The Citizens Review Board also found that in six months, 27 of the 38 arrests the officer made were for disorderly conduct, a charge that many times can cause controversy.
Channel 2’s Amanda Cook contacted the Atlanta Police Department for a response. According to witness Eddie Quinonez from http://blogs.ocweekly.com/navelgazing/2011/09/officer_kenton_hampton_describ.php it was Kenton Hampton who started the beating, however, all six police officers were beating Kelly. This lasted about 20 minutes.

Civil Service Commissioners on Wednesday voted to reinstate one of three Glendale police officers who were fired for allegedly taking a patrol car on a joyride to Las Vegas.
Commissioners voted 4 to 1 to reinstate Patrick Hamblin as a Glendale police officer, city spokesman Tom Lorenz said. He must still absorb a 90-day work suspension without pay, Lorenz added.

“We support the findings of the Civil Service Commission,” Lorenz said. “It’s their job to make these determinations…It’s obvious in their findings; they do uphold very strong standards for employees in the city of Glendale.”
Hamblin, who stopped working on April 1, will also be reduced from a Step 6 police classification to Step 3 officer, Lorenz said. Step 1 is reserved for probationary officer while the highest Step 6 is for top performers.
Commissioners voted 3 to 2 to uphold decisions made to drop two other officers — Fernando Salmeron and Mike Ullerich — from the department, Lorenz said.
Salmeron and Ullerich were no longer working for the department as of March 29.
Sources who declined to be named due to the sensitivity of the investigation have confirmed that the officers took the patrol car to Vegas, but officials have refused to discuss the case.
The commission is set to officially issue its findings on Oct. 12.

Justice Department Boosts Activity to Police the Police
“In recent months, the Justice Department has begun inquiries into major city police departments such as Portland, Ore., where officers shot several people who had mental health issues, and Seattle, where police were accused of gunning down a homeless Native American woodcarver. The department issued a scathing report earlier this month accusing Puerto Rico police of a ‘staggering level of crime and corruption.’’’

The current Justice Department is clearly corrupt at several levels (they always are), but they still have a job to do. Evidently the nationwide police brutality epidemic has reached a point that transcends everyday political stinkage.
Kelly should be a part of this Justice Department investigation. His murder is as clear-cut as they come, and it deserves Federal attention.

This is what I’ve been saying we need to do. Get a formal complaint registered with the DOJ Civil Rights Division Special Litigation Section. If there is a pattern of wrongdoing by FPD – and in light of the Martinez and Quinonez cases along with Mam and Thomas, who could deny that there is? – this is the Federal investigatory body that has the authority and track record to do something about it. If it helps, I know somebody who knows somebody who works in that division.
What would it take to get a complaint written up and sent to them? I wonder if this is something Mr. Mardirossian might want to help work on?
