Two More “Aliens” in the FPD?
Former Fullerton Police Chief and current council recall target “Patdown” Pat McKinley once likened cops Manny Ramos and Jat Cicinelli to “aliens,” meaning, presumably, that the only plausible explanation for bad cops on his force must be a visit from extraterrestrial travelers.
Of course the litany of bad cops in the FPD has now gotten so long that you really have to wonder if McPension ever hired any regular human beings at all.
And now some more potential bad PR for the FPD – an e-mail we received about two more cops who ran into difficulties in 2009, and whose problems may have been swept under the proverbial rug:

Christopher Wren, of course, was the second cop originally named in the lawsuit against the sex perv Albert “Alby Al” Rincon. His name was dropped later, but he must have some interesting stories to tell about his running buddy, Rincon. “Assault of a minor”? I wonder what that means.
The name Gary Potts is new; DUI? No bueno, if that’s true.
Naturally we’ll be looking into the these cases, particularly that of Mr. Wren to see if there’s any there, there.

One thing is absolutely true.
Cops are not held to a “higher standard” as it’s generally communicated to the public.
They are held to a “lower standard”.
And there is example after example to prove that to be a true statement.
Always remember that: Highest pay and lowest standards.

I recall when the sheriff’s harbormaster (a lieutenant) was arrested a couple years ago for DUI while driving her government issued car after causing an accident. She never lost her county job either.

Due to the Police Officer Bill of Rights (POBOR)if these allegations are true the court records are probably sealed and you won’t be able to access them. Systemic secrecy protects them from public scrutiny. Just like in the police states of the 3rd world banana republics. No different.
Very interesting, the fact that these officers were charged and convicted of crimes is proof of a system of cover ups. We at FFFF would also like to know which officers have had divorces and who’s kids have learning disabilities.
I’d like to know why a cop who assaulted a kid would still be working as a cop. Anywhere.
As far as officers divorces, I assume most have or be divorced at least once or twice. Nobody cares about that unless there’s a record of spousal abuse that has been swept under the rug (not uncommon).
As far as the kids poor learning abilities, nobody cares, either. After all, the poor kids don’t have a lot of intellectual genetic material bequeathed them. Many of them are likely to follow in GED dad’s footsteps.

Deputy George Graves of RCSD was a wife beater and allowed to plead down. He kept his gun and badge, he was such a good cop that he got all drunk and stoned and proceeded to shoot at a bar that cut him off. Glad he got a pass on that wife beating thing. Only people getting guns taken away seem to be non LEO types.
It wasn’t assault. Kid was caught vandalizing his house. And the kid got caught! Awww…. Kids. The gift that keeps on giving!! But then again no one will discipline the KID! Where are the parents?! Cops are punished but not terminated unless injury. 2nd offense termination possible. Nothing on policy for discipline but usually 30 days off for first offense. Yes been tons of cops in Calif and the US with DUIs. As I say, just like other humans.

True. Bad mistake to make. I thought firing long ago and then saw over the years no one was fired. Discipline varies from PD to PD. Haven’t ever heard of a firing for misdemeanor DUI. Just the normal expensive and painful process.

Equal and fair punishment would include being fired. I would be fired from my job (like many before me) if I got a DUI. Just how it is. It’s just sad that the enforcers of such laws aren’t held as accountable, not to mention they almost always get it plead down to something different or not charged at all.

About 50% of the people I know that got DUIs lost their licenses for 30 days and had to work desk jobs during that time.
They should have lost their jobs. They are the enforcers.

Civilians who get busted for DUI while driving company cars are terminated just for liability purposes alone. I have known many a salesman who got caught. NONE kept their jobs. So what you say is completely untrue.
There have been cops in OC who not only were driving drunk – they were driving drunk in their police vehicles and CAUSED AN ACCIDENT while doing so. The ones I read about KEPT THEIR JOBS.

The former harbormaster for OCSD was busted for DUI while driving her official government issued police vehicle after she rear ended another car at the exit off the 5 freeway on Jamboree Road. This happened 3-4 years ago. She pled guilty. Last I heard she was working in the OC jail and didn’t lose any rank whatsoever. So she kept her county police job.
All you do is run cover for these hypocrites. You are no better than they are.

One of FPD cops got a DUI in an unmarked car and did not get fired…Research it, it did happen… FPD is corrupt. They just punish who they want.
In private sector most are fired, its has to do with insurance issues. A private employer pays the cost of commercial auto and an employee with a DUI is prohibitively expensive, Commercial auto is more expensive than private policy for similar coverage
The second factor is also insurance related. If a drunk employee causes bodily injury, death and/or property damage, the claim can exceed the employers insurance limits and then the employer is on the hook to pay the balance
you forgot about Corporal Park. He got a DUI in Corona in the narcotic vehicle he was assigned. The CHP even gave him a ride home and one of the CHP officers drove the city vehicle to his house and parked it… This DUI=no discipline…..

This cop blew over .08 while driving his police vehicle in Stanton. He ran a red and severely injured another motorist resulting in nearly a $5M settlement. HE’S STILL A COP WORKING FOR THE SAME AGENCY!!!

this one is a real gem and it resulted in another officer being fired for covering up.
This former OC Sheriff, Alan James Waters, was in a small fender bender in 2010 in Laguna Niguel and let go by a fellow OC Sheriff responding to the collision although Waters was severely intoxicated. Waters drove 2 more miles only to become involved in a more serious collision that caused bodily injury on the same road – Golden Lantern.
When Waters showed up for his court date he was arrested for intoxication in the court.
An investigation of the incident led to the termination of the OC Sheriff who let him go at the scene of the firs accident
Riverside PD, Chief Leech.
One person was forced out because he was reluctant to engage in the cover up. Its been awhile but I think it was Officer John De La Rosa.
Speaking of the Riverside Police, the new chief is ex-lapd along with two other high ranking members so I would keep a close “eye” on who they bring on board over the next year. They may owe McKinley or Hillman a favor.

I hope you guys can find out more about this Wren character. As noted he was originally listed in that lawsuit along with Rincon. “Assault of a minor” isn’t a crime I’ve ever heard of, but somebody certainly has some information about Wren’s interaction with a minor.
It will be interestng to see how the “prosecutorial yteam” treats one of its own, as opposed to say, Veth Mam.
If a police agency arrests a cop for a DUI that they could have arranged a ride home for they risk being ostracized by the Law Enforcement community- especially if it is a cop from a neighboring agency.
Case in point Brea PD- several years ago they arrested a Fullerton cop and then a LaHabra cop for Dui. To this day they are considered outcasts by North Orange County PD’s and many other agencies as well. (Refer to officer.com). There is a professional courtesy standard that has always existed in LE.

The Brea cops had to use some force on the Downey cop during his arrest.
Caused quite a stir among some Chiefs at the time.
The Chief at the time was questioned by some other Chiefs and ask why no “professional courtesy” was extended.

Not worth job loss trying to cover for somebody’s poor choices
ACU- There is definitely a catch-22 with professional courtesy and a fine line to be walked. On the one hand, if you alienate your agency from the rest of law enforcement you risk becoming ineffectual and irrelevant.
At the same time you must consider public scrutiny and the potential for civil/criminal liability. But when you put out a 999, its nice to know that cops from other agencies are gonna bust their butts to get there.
Sounds like some training about substance abuse and addiction would be in line after the training about mental illness. Sometimes not holding someone accountable (giving them “professional courtesy”) for their behavior is hurting them, not helping them. Some kind of intervention and being held accountable is important in helping someone with a substance abuse problem recover. I have treated many police officers, among people of other professions, for substance abuse. Our city has very clear standards and guidelines. Getting a DUI is not necessarily grounds for dismissal. Our city has an EAP to whom a police officer or any city employee would be referred if they had a positive alcohol or drug screen at work or drug related arrest when not at work. The EAP refers to a substance abuse professional for an assessment. The employee is required by the city to follow the recommendations of the substance abuse assessment. For example, they may be required to go to an Intensive Outpatient Program for substance abuse. They would be required to complete the program successfully and follow recommendations for aftercare made by the program following completion of the program. In our city, the EAP meets with the city employee at the last session of the substance abuse treatment program with the primary counselor to get feedback about their progress and recommendations following discharge from the program. This is generally a positive meeting in terms of feedback from the substance abuse professional. The EAP goes over an agreement with the city employee that basically outlines the requirements by the city–I think they are expected to meet with the EAP monthly, until the EAP determines the meetings can be cut back to fewer, and they are made aware that they are subject to random drug screens for two years. So the city employee has a choice between following the treatment recommendations and follow up identified by the EAP or being fired. If they go with keeping their job and doing the treatment, there is very often a high rate of success. People who are committed to their work but also have substance abuse problems are more likely to successfully complete treatment when they are being required to do so as a condition of keeping their jobs. Even if they are unhappy about it at first, by the end of treatment in a good treatment program, they will have come around. They are also told that if they find they are having difficulty staying clean and sober following treatment, or even if they relapse, as long as they go to the EAP and let them know rather than “getting caught” the EAP will continue to help them–a relapse would not necessarily mean they would be terminated as long as they are up front about it. Having a policy in place that allows for treatment of substance abuse problems can be extremely effective as long as it is done consistently. It is a way of holding people accountable while at the same time providing treatment and support. People may, or may not, be surprised to know about the broad range of people and professions we treated, including police officers.

A young, innocent man who was a mentally-ill drifter has lost his life in the most terrible of ways. His family is left in a state of mental anguish and disbelief. The police department has come under huge scrutiny and is no longer trusted by the people it serves. The city council has been divided and three of its members are going to be recalled. Worldwide media scrutiny has portrayed a negative view of the city to a massive audience. It will take years for the reputation of the city to be rectified.
All of this due to the actions of one, Mr. Ramos!
My heart goes out to the fine citzens of Fullerton. You don’t deserve the international ridicule. Your leaders and your city employees really let you down. You have every right to be livid. They hijacked the city government that you pay to fund. The city employees owe you a huge apology for tarnishing your city’s reputation and dragging the residents through the mud. You should demand it.

Since FFFF copies and pastes information from the directly source, investigators can do a quick search for certain words like 09cm08352 and see who submitted that information if he or she used their work issued computer.
There are plenty of open free wifi networks at places like McDonalds, Starbucks, etc that you can use to pass along information if you don’t want to do it from home.
You don’t even have to get out of the car to access those networks.

The biggest threat to cops are fellow cops who snitch them off. Insiders with inside information. Nothing is perceived as more dangerous to LE. And that is why the risks are so high for honest cops to step forward and point out wrongdoings by other cops. Ostracism is putting it lightly. An honest cop who does the right thing is likely placing his own safety at risk. That’s why you rarely see or hear of an honest cop coming forward. He wants to make a living and make it home at night to be with his family. So the honest cops turn a blind eye. Yet many still go to church on Sunday. The mental conflict must surely be enormous. Cops guilty of DUI on-duty should be terminated. Cops guilty of DUI off-duty should be demoted, suspended without pay, or have an official reprimand placed in their personnel file at a minimum. If they only uphold the law on-duty, then what does that say about their level of respect for the law?? They should be held to high standards. There are plenty of people waiting in line to serve their community as police officers. Get rid of the ones who view their public safety role as a paycheck and not a profession.

I would agree with you that on-duty DUI should be termination. Off-duty DUI’s all those neat suggestions are in place some are even disciplined with termination. I wish you didn’t jump on this FFFF bandwagon Matt otherwise you would have been a viable option. Not for me this time or my family members who do live in Fullerton and vote.
I’m with Matt on this one since an officer who is now unable to drive a patrol car due to DMV or insurance restrictions, has greatly diminished his/her capabilities to perform the job that he/she is paid to do and should be sent home until they are qualified to do each and every job they’re paid well to do.

I participate in this blog to reach voters across Fullerton, since this is the most popular political blog for Fullerton issues. When I am on here making comments, it is in order to get my voice heard on the issues. I think that as a candidate, it would be a mistake not to take part. Clearly, you read the FFFF blog, so how are you any different? Of course, there are some candidates who prefer not to weigh in on important issues. That’s certainly a technique. I prefer taking a stand, even if it incurs some risk that people (yourself perhaps) might not agree.

What I’m telling you is that you may have some good traits and skills but I just see you as an extension for this blog’s candidates.

Rowe, you assume if a police officer gets a DUI, then he or she does not or will not uphold the laws of our land. If a taxpayer flubs even a little on his or her taxes, does that mean he or she does or will shoplift, steal credit cards, speed through red lights and essentially menace society with their presence?
I’ve noticed when people strive for political office, their reasoning shrinks and hyperbole takes its place.
Van, of course I don’t believe in a zero-defects system. It’s understandable that people will err and commit transgressions. I don’t think that all transgressions or “crimes” are equal, and I don’t think that someone who gets a speeding ticket is going to commit burglary. My point is that DUI is a very serious transgression. If a police officer does it on-duty, they should be terminated. If it happens off duty- then it still reflects on their ability to do their job, which is enforcing the law. That’s not the same for someone who may be a clerk, or machinist, or sales executive. They are not charged with upholding laws, as a profession. I think cops should be held to a standard that reflects the ethics of their profession. Generally, in the Army, commanders with a DUI (any time) are relieved of their position and a letter of reprimand is placed in their personnel file that affects promotions. There are exceptions, but I think it’s quite reasonable to say that a DUI off-duty should merit disciplinary action for people whose job it is to enforce such laws.

Matt do you know if officers involved in off-duty transgressions receive discipline? It seems that you assume they are not. That’s what I’m concerned about you regarding “jumped on the FFFF bandwagon”. You are out there bashing the entire police department (just like the regular bloggers here and most don’t live in this city) and you appear to not know how the discipline process works. Maybe you should speak to someone who knows about this area and get some valuable information. Matt has FPD done anything good in your eyes? Nothing positive will ever see print here. Just curious if you have the mindset that the entire police department is evil like your “friends” believe. Day in and day out there are hard working people who do a great job in Fullerton and under difficult circumstances.
Quick response to your post:
1) I don’t assume that off-duty DUIs receive no disciplinary action. I’m sure each incident is handled differently. We cannot know, however; because the POBOR restricts that information from becoming public. What I advocate is that these offenses SHOULD have career consequences for the offenders. Whether that is happening right now, only the cops know.
2) I do not bash the entire police department. I have only spoken out against transgressions. When cops do their jobs well, they should be praised. Yes, I have seen them do good work. My friend, Becky Holt, had her stolen iPhone returned to her after calling FPD for assistance, and Officer Phu was the primary person involved. Thanks to him.
3) According to the California law, only the cops are privy to know how each offense is handled. The discipline process is opaque because it is shrouded in secrecy by the law…not due to my lack of understanding.
4) No, I don’t believe the entire PD is evil. You accuse me of believing what my “friends” believe, but who are these “friends” other than some people on here who happen to agree with certain statements I have made. Please don’t lump everyone on FFFF into the same bag.

Why does McKinley always have a scowl on his face? Does he own a set of teeth? I don’t think I’ve ever seen a man present such a negative, caustic disposition as his before.
I’m a private pilot. If I get a DUI, I loose my medical certificate. Why?? Because an FAA certified pilot must be of “good moral character” in addition to many other things. The same should hold true of police officers. “Good moral character” can obviously be ambiguous however a DUI is clearly listed as a no-no. Heck the director of the FAA was recently forced to resign after his DUI arrest. The peace officer BOR does NOT allow for DUI’s.
Someone should bring this up to the “dach-ta” Dick Jones. He’s not only a pilot but an FAA Medical Examiner. He knows the rules. We can’t steer 2200 pound Cessna’s around the sky, but a cop can steer a 3400 pound car and a gun around?
All of the officers except Manny and Joe did not have their DARs on. It happens all the time. It is not intentional.
The taser was used because as he said, they ran out of options…this is not something that happens all the time, obviously. Kelly kept resisting. Why? Because he was a unmedicated schizophrenic, I am not sure who knew of his mental state. I am sure if they knew, the white coats would have been called. Have you heard of someone dying from a broken nose? Recently, my young son jumped on top of my head, landing on the top of my cheek bone, it may have been fractured…it blew up into a huge black eye within hours and my face looked worse than Kelly’s. My injury was accidental because my son wanted to play with me and he wanted my attention and I am still alive. That picture of Kelly is deceiving…
No, I am not scared of any of the officers and I have never been beaten by anyone. I do not run away from police officers. I do not resist. I listen, like every citizen should.

You say that you are “…still alive.” I guess that’s the big difference between your “injury” and Kelly’s brutal murder, isn’t it? IS Kelly Thomas still alive?? NO, HE’S DEAD!!
You say that your “…injury was accidental…” and caused by your little son who wanted your attention. HOW can you dare to compare your little accidental injury to Kelly’s MURDER??
Unarmed, innocent, Kelly Thomas was threatened with great bodily harm, struck with a baton, had his head bashed into the concrete curb, had his ribs broken, his lung collapsed and filled with blood, and then his chest was crushed and suffocated by the weight of six officers. They even pushed with their feet against the side of the squad car so that they could exert even MORE force, pressure and weight on top of Kelly!
Kelly was repeatedly Tasered, knee dropped, choked, punched, kicked, beaten with clubs and bludgeoned in the face with a Taser, WHILE HELPLESS KELLY WAS BEING CRUSHED and held down by several HUGE officers.
And, THEN Kelly was left unattended, without the officers ever giving any first aid, left unconscious and choking on his own blood, lying in a huge swimming pool of his own blood, while the officers laughed.
You need to realize that your “friend” Jay bludgeoned and smashed in the head, face and eye of innocent, unarmed, half naked Kelly Thomas, WHILE Kelly was being pinned to the ground by other officers.
Kelly became UNCONSCIOUS, and yet Jay still KEPT ON bludgeoning Kelly! Jay smashed Kelly’s nose and the bones deep within his skull, which is not easy to do, – it takes a great amount of force to break the ethmoid plate.
According to a witness statement, Jay carefully and methodically aimed each of the eight massive blows to Kelly’s face and nose! Kelly had broken cheek bones, a broken nose, fractured ethmoid plate (the ethmoid bone is a bone deep within the skull that separates the nasal cavity from the brain).
These SEVERE facial fractures caused such massive bleeding inside Kelly’s head that Kelly was choking on his own blood!
Your “friend,” Jay, also knee dropped TWICE with his FULL BODY WEIGHT down onto Kelly’s face and throat, -CRUSHING Kelly’s windpipe! Jay did this AFTER Kelly was ALREADY UNCONSCIOUS. Jay also continued to Taser Kelly AFTER Kelly was ALREADY UNCONSCIOUS. Your “friend” Jay was in a sociopathic murderous FRENZY!
Officer Ramos THREATENED Kelly Thomas with great bodily harm, which caused Kelly to fear for his life. Kelly had the LEGAL RIGHT to defend himself from their threats and blows! The officers NEVER tried to reasonably arrest Kelly Thomas before threatening and striking him!!
Kelly was NEVER a threat to the officers. Kelly fought ONLY to breathe, to survive and to LIVE! Kelly struggled out of fear, terrible pain, and panic, -just as anyone would do who was also being crushed and beaten to death.
Kelly struggled to survive just the same as a drowning man, gasping for a breath of air, would thrash around, calling for help, trying to grab onto something out of sheer desperation and panic. It would be IMPOSSIBLE NOT to fight for your life. It is INSTINCTUAL to try to survive and to breathe.
Kelly was OUTNUMBERED and OUTWEIGHED. Kelly was UNARMED. Kelly was repeatedly begging for his life, begging for his Dad and for God to help him, and saying he was sorry.
I don’t know how you can watch the video of Kelly being murdered and not be absolutely HORRIFIED and ASHAMED OF YOURSELF!

Come on everyone… Let’s try to lighten up. Take a deep breath. Matt isn’t the enemy here. It’s the corrupt cops and their superiors that help cover up their mess. It’s the city leaders that look the other way and any new puppet that is lined up to replace them. It’s they stenographers (aka reporters) that help propagate double-chin FPD spokehole propaganda. It’s the sleazy lawyers that come on this site and cheapen the atmosphere.

Please do not forget to vote YES on all recalls on Tuesday, June 5th and make sure to remind your friends and family!
We are a mere 10 days from victory and turning our city towards accountability, fiscal stability and a restored reputation.
Regardless of your political affiliations, all of us can agree that government should be honest, transparent and put the people first, yet councilmen Jones, Bankhead and McKinley have been at the heart of a mess which has left us well over a BILLION DOLLARS in debt. New leadership will have quite a bit of work to do.
On a personal note, while there are quality candidates to choose from in every race to appeal to the political values of all voters, in my opinion these candidates will best serve to most quickly improve the city of Fullerton:
Greg Sebourn to replace Don Bankhead
Barry Levinson to replace Pat McKinley
Travis Kiger to replace F. Richard “Dick” Jones

I know a cop at FPD that called an old man “Rude” cause the old man was rude to the cop and he got days off and had his pay scale dropped. It’s who you are. If you don’t kiss managements ass. You go nowhere.

Barry, I was just responding to the question about what “I” did. I can surely vouch for your efforts and involvement as well. I definitely know that you were in attendance at the first meeting and gathered signatures at the John & Ken broadcast outside the PD.
I understand Jane Rands, Sebourn, Tiger, Barry and Matt Rowe were all present at that meeting. All of the same mind set: there’s a serious lack of leadership on the Fullerton city council and it was time to take a stand.
Wish I could have been there too, it must have been an intense meeting.
