His legacy will be forever linked to Bustamante.

Well they finally did it. Our pathetic county Board of Supervisors finally got rid of their pathetic excuse for a CEO, Tom Mauk. Of course they let him call it a retirement and they gave him $270,000. And it took about nine months after he helped cover up the sordid details of Carlos Bustamante’s sex assaults on female County employees.

Of course the Supervisors should have fired both their HR director and Mauk when news of the 20 page report that detailed the behavior (that has earned Busty a total of 12 felony charges courtesy of the District Attorney) came out. But they didn’t. The sad Supervisor from the Third District, Bill Campbell actually commended Mauk for a job well-done. The female members of the Board, Pat Bates and Janet Nguyen, who should have been most shocked about the whole thing, made no public statements, perhaps hoping the thing would just go away.

It didn’t. And the embarrassment got so bad even Mauk and his allies knew the jig was up – many months later.

Just in case you were wondering who would take the helm of the county ship of state in the time of crisis, scandal, turmoil, and erosion of public trust, the selection by the Board seems underwhelming, the present Finance Director, Robert Franz. He will be Acting CEO until an Interim CEO is chosen until a Permanent CEO can be discovered. It’s government, get it: and a completely dysfunctional one at that. The whole place needs to be cleaned out, and the sooner the better.

  1. You left out the new guy’s name: Bob Franz. Sadly, he is one of Mauk’s $200,000 per year flunkies. Don’t expect anything from him except more abject deference to the culture of cover-up.

  2. After the Deputy CEO’s (the Greek woman) letter was published. what was fairly common knowledge was confirmed — Brian Probolosky and Matt Harper got cush, well paid County jobs as patronage.

    Supervisors Bates and Nguyen were guilty of promoting their buds to make work positions that, I’ll bet, are unnecessary and not posted for others to have applied for. Jean Pasco “earned” her position as Archivist (file clerk) in a similar fashion via Tom Daly.

    Wonder if Franz has the gonadicles do something about these turds.

    1. Sure looks like he’s the one leading the charge to kick all the asses that have been kicked up to this point. Had he not been there this whole crew of incompetents would still be running the show.

  3. Oh yes. More of the same. Wash, rinse and repeat. Just look at the many former County government scandals and you can accurately predict how this one will play out. The bad boys (old guard) will get the golden parachutes and cover for the bad boys (young guard) still employed by the County. Nothing will change. The young guard will merely replace the old guard. The BoS will create an ‘ad hoc’ committee with ‘new guard’ staff. After weeks or even months of discussions the committee’s primary recommendation will be ‘more county education programs on sexual harassment’ (as if there aren’t enough already) which, of course, will cut into production time on the job for the employees paid with taxpayer dollars. They are going to jack the citizens around again and few, if any, will push back. And that is why the wash/rinse cycle gets repeated over and over and over and over again. Just because they can. 😉

      “A memorial for Diaz that featured an outdoor Catholic Mass was held Sunday night in the neighborhood where he was fatally shot.”

      The Catholic church AKA Vatican is sponsoring this crap, and yet people will “flock” to a prayer vigil for their salvation. the very next day they will deal drugs, run from cops who catch them, get shot at, riot and return yet again with lighted candles for the dead.

      It’s YOUR life, folks. If you want to play this out in a religious fantasy, may God speed. Certainly the local government is laying in wait to heighten the ride and the thrill this gives you, eh?

  4. There is much more here than just OCPW and the CEO. For example, there is OC Waste and Recycling. That department Director, Mike Giancola reports directly to Alisa D. and both Alisa and Tom Mauk allowed a culture of corruption and unethical recruitment, promotions and staffing to occur.

    As far as Alisa’s “letter to the BOS”, Let me start by saying – not much there to talk about. Why? Well for starters, Alisa decided to be the “hero from zero” after she begins to suspect she is in trouble for not acting to report any suspected or actual wrongdoing as or prior to when the illegal event(s) occur. Waiting until after the fact is a cowardly CYA move that lacks any and all true ethics. Alisa was in the thick of allowing high level managers and directors at OC Public Works and OC Waste target and tarnish managers who actually tried to stop illegal and unethical behavior in the moment. See the lawsuit filed by the former HR Manager for Waste for proof.

    As for her “treatment” by the DA – that is just too bad. Sorry they did not treat you like the queen you fancy yourself to be.

    What comes around goes around, Alisa has been rude, illogical, unprepared and lacks even the basic leadership/management skills – she was unable to perform the basic job skills and was failing. This was clear to all of us who worked with her and saw the mismanagement and confusion she generated.

    However, this is far from over. The issuance of Mauks CYA letter just stinks. How cute – give me $270,000 and I will write the letter you need to try to stay in office.

    So – let’s continue to move forward:
    1) Nelson – please let’s not sideline him. Supervisor Nelsons EA Denis B. landed in a pre-crafted job at OC Waste that Mike Giancola ordered created. Denis worked on Nelsons BOS campaign the ENTIRE time that he was being paid at OCWR. Giancola was told by several managers that Denis B. was being paid but was NEVER in the office and did NO work. When Nelson won, Denis B. left OCWR and became his EA. Presto Magic. This is a total abuse of taxpayer funds and Mike Giancola set the entire thing up to get into favor with Nelson.
    2) Check out the dirt deal between Giancola and Supervisor Bates that allowed a city in Bates district to dump dirt for free – Giancola set up a “need” for the dirt that was a total lie – to get into favor with Bates.
    3) Check out the stupid purchase of a green Tractor to give Campbell a photo op at one of the landfills – Giancola did this to get into favor with Campbell.
    4) Check out all the EA’s that Giancola took to get favor from the BOS
    5) Check out the “green building” Giancolas legacy – a total financial flop – mismanaged by Mike Giancola and then he threw his staff under the bus rather than be a stand up man and take the blame he deserved.
    6) Read the lawsuit filed by the former OCWR Human Resources Manager. This person tried to stop the unethical activity. The suit has specifics. How did this happen? How was this allowed?
    7) Why is Giancola still on the job given the sexual harassment issue that occured at OCWR?
    8) Why was Alisa not concerned about the promotions that occured at OCWR? They were as bad and as manipulated.
    7) Investigate allegations of contract fraud and manipulation against Giancola. Look hard at the pay to play.

    This department must be investigated and cleaned up and don’t trust Giancolas “brother” Danley to do it – it will just be another cover up.

    Don’t worry that Alisa will get a disability retirement with Moorlach on the retirement board.

    Hopefully Alisa has a plan B – but I doubt it as the ASR queen never managed plan 1. Sad day for women in management as she is a pathetic example.

  6. She was one of Mauk’s loyal barnacles. For $200,000 a year she’d better be loyal. As soon as she realized the SS Mauk was going down she got sick and left – with a bunch of claims.

    Some of them were valid: Bates’ former staffers have been ushered into great paying jobs with huge salary increases. But in OCPW there are former Norby employees Jessica O’Hare and Phil Tsunoda in six-figure make-work jobs.

    These people are unemployable outside the county, but there always seems to be a place for them in La Familia. The rest of us hate it.

    1. Great idea. But as Tony & Co. will tell you, blogging is a great deal of work.

      And once you lose your following, you won’t get it back (witness the original “OC Blog” — never mind its original owner, it still had an impact). The handful of County-focused blogs that now exist don’t seem to be well read, and the number of daily posts they make is low.

  9. Hey – this is funny. See the voice of oc. Director Mike Giancola of the OC Waste and Recycling department put his house up for sale at a big fat $200,000 LOSS. Who does this? Is he running away from this mess before it drags him under? Is he afraid of lawsuits and staff who are now talking? Is he afraid of current lawsuits? Those in the near future? Does he fear his role in the Bustamante coverup and Nelsons EA pay scandal will become public? So much for his bald little head to worry over!!!!

  10. That’s a good sign these monsters are on the run. Have to be vigilant though. 4F needs to set up an oversight blog so people can communicate their issues with public resources. I’ve noticed people of conscience are more likely to speak out in a forum than in public, because it’s safer, and I suspect this is why Obama necromancy Lieberman wants to control the internet, so people won’t be able to do this. These two look so cute together. Salt and pepper, er, ah, something missing here… Oh yeah, Pelosi! I call them crazy eights. YOU can call them crazy. Most people don’t know about the eight.
