I think that sums up yesterday’s meeting the best, emotion has taken over logic. I mean, it’s one thing to be upset with the council if a member of the FPD kills your child in a DUI accident, it’s another to just mindlessly lambast the council for making a decision. It just isn’t rational to say my child might be alive if there were DUI checkpoints and now all DUI deaths are the councils fault.
But the council was lambasted over the last year numerous times for things out of their control. Some warranted, many not. So everyone learned that yelling at the council and blaming them for things they have no control over is fair game. Yes the next DUI death will be the death of Kiger as a politician. He should have thought this one through. He may have just cost himself his seat in a few months. Politicians need to learn when to hold ground. This was a terrible choice. Citizens will not stand behind him with this choice.
Humans are wrong often. I said the signatures will be tough but I said the recall would succeed. I thought Kiger had a shot at reelection but I’m hesitant now. TBush needs to hire a PRfirm to repair his mistakes.

Fullertion can apply for a $300k plus grant which includes saturations, education, and all the other DUI tactics. Only problem is that to get that grant you have to conduct checkpoints as well. The monies for these grants come from the federal gas tax. Federal monies managed by the state agency. There are ABC grants too which Fullerton should get seeing that everyone has such issues with the bars. No bars are just going to be shut down unless issues are directly attributed to those bars or clubs. That’s what ABC is for.
Normal DUI patrols during normal duty time happens but not often enough. Calls for service, bookings, reports, etc seem to take up a large majority of on duty patrol hours. That’s why overtime where the cops do nothing but DUI patrols works.
My understanding is that you can accept portions of federal grants and not have to accept all of it. Just accept the 250,000 portions for non checkpoint control measures. For me personally one of the flaws with a DUI checkpoint is that you have already allowed the drunk driver to access his or her vehicle from the start. Also, I think some people just change their route to avoid the check point so the drunk driver just goes and hits someone on their alternative route home. I think the fact that Texas has declared DUI checkpoints as unconstitutional has allowed police departments in the state to be more creative and effective in the way in which they address the problems of drunk driving.

Whether you believe it or not, officers are already working the most cost-effective schedule possible while maintaining minimum deployment. It’s not possible to schedule a ton of cops to work DUI checkpoints or saturation patrols on regular time without taking them away from other shifts and leaving dangerously low staffing levels. Frequently officers and patrol cars are brought in from other departments because the local department doesn’t have enough people or patrol cars available.
If the City Council found other grants to help allow for more flexibility in the ratio of regularly deployed officers would the FPD find a compromise and come up with solutions which address drunk drivers other than DUI checkpoints?

Honestly, I prefer saturation patrolling. I like how the Austin Police Department handles the drinking down on 6th street. I’m not always a fan of their behavior, but downtown on 6th street they are very professional. They have sections cordoned off for pedestrian traffic to keep people away from their cars as well as horse patrols and foot patrols who will get you before you get to your car. I think DUI check points aren’t very effective methods for getting drunk drivers off the street. Last night someone said something like DUI’s give the appearance of the FPD taking drunk driving seriously. I prefer actual results over looking tough.
Rules for the checkpoints are after 6pm. Personally I think more drunks are on the roads between 2-7pm than any other time. People work and stop at the bars more than the drunks driving leaving bars and clubs at 2am.
I was just relating to my personal albeit limited experience with drunks in mass. I think there are very many ways this particular council could work with the FPD to come up with creative and effective solutions for drunk driving from many different angles. CT – there was one speaker who made a good point; IF the reconsideration of the DUI grant results in approval, some (or all) of the checkpoints should be midweek. Let the saturation policing be done on Fridays thru Sundays.
And not always at night! When I worked for (well-known aerospace company), there were always empty beer and alcohol bottles in the parking lots when I drove in to work in the morning.
Honestly, I prefer saturation patrolling. I like how the Austin Police Department handles the drinking down on 6th street. I’m not always a fan of their behavior, but downtown on 6th street they are very professional. They have sections cordoned off for pedestrian traffic to keep people away from their cars as well as horse patrols and foot patrols who will get you before you get to your car. I think DUI check points aren’t very effective methods for getting drunk drivers off the street. Last night someone said something like DUI’s give the appearance of the FPD taking drunk driving seriously. I prefer actual results over looking tough.
Rules for the checkpoints are after 6pm. Personally I think more drunks are on the roads between 2-7pm than any other time. People work and stop at the bars more than the drunks driving leaving bars and clubs at 2am.
I was just relating to my personal albeit limited experience with drunks in mass. I think there are very many ways this particular council could work with the FPD to come up with creative and effective solutions for drunk driving from many different angles. It seems to me that people now just want to be ticked off the other way. I think allowing for some amount of change in Fullerton could really work to everyone’s advantage even if it seems uncomfortable at first.
IS there a stipulation that the grant money must go towards DUI checkpoints?
Why can’t the city council be soveriegn in it’s collective view of how the city spends the money in a effort to curb drunk driving?
Why should the sweep be so broad that it subjects all drivers passing through a checkpoint?
Put breathalisers outside of bars and in parking lots of downtown bars and when patrons exit have them randomly selected to breathalizers.
If they fail ask if they have a designated driver for the night.

Just watched the council video. Kiger acted like a blog commenter playing “gotcha” and trying to embarass a citizen who was using the public comment period, and not like a councilman. He should take some lessons from Whitaker, who has class and treats people with respect from the dais.

I thought it was out of line, although its roughness would barely register by the FFFF standards that Travis either tolerate or participates in here, but for anyone who knows anything about psychological theory the comment was not really about Travis’s mother but about Travis himself, as too-early weaning is supposed to be associated with certain unpleasant personality traits (like brattiness, as I recall) that she apparently sees in him.

3 Cold Balls… This issue came up last night at the City Council meeting and the City Attorney said that the reason that the city was unable to release the police report was due to a minor being involved.
They could redact the minor’s name and any identifying information without difficulty.
