Starring former Fullerton City Manager, Joe Burt Felz who got drunk on Election Night 2016, drove over a tree, and tried to escape from his own cops. There is something sort of pathetic about Felz, errand boy and water bearer for Jennifer Fitzgerald, saying over and over that his turn blinker wasn’t working and how he became befuddled, until one of his own policemen tells him to stop yammering about it.
As one of the cops said: “it’s the Chief’s call.” Subsequently Chief Danny “Gallahad” Hughes lied to the Council about the affair even as Felz tried to quietly pay for the tree and move on.
The City of Fullerton tried for years to keep this under wraps because it implicated our MADD rewarded police themselves in incompetent and illegal activity. FFFF sued the City to get the videos, and in retribution two bloggers were personally sued by the City for legal activity, a lawsuit that cost the taxpayers hundreds of thousands and that finally exonerated David Curlee and Joshua Ferguson.
Before we publish the unedited video of our former City Manager, Joe Burt Felz, arrested for drunk driving, only to be taken home and tucked into bed by his own MADD recognized cops, let us share some highlights of the video as shared and analyzed by FFFFs own Joshua Ferguson. Ferguson was the target of a vindictive and highly expensive lawsuit courtesy of the City’s “I Can’t Believe It’s A Law Firm” of Jones and Mayer. And so it is appropriate for Joshua to remind us what happened – and to remind those not paying attention that the Felz catch and release was a far from isolated case of malfeasance by our police department and our esteemed leaders in City Hall.
There is no no doubt that Danny “Gallahad” Hughes lied to the City Council about Felz, and that the cops knew doing the right thing was professionally dangerous.
As Ferguson says, if there is a lesson to be learned in this long train of corruption, you can be sure that Councilmen Ahmad Zahra and Jesus Quirk Silva haven’t learned it. They voted until the bitter end to keep the moribund lawsuit against FFFF staggering along.
After a night of election celebrating, former Fullerton City Manager, Joe Felz, drove home drunk as the proverbial skunk, ran off the road and over a tree, then tried to drive off before being apprehended by his own cops.
The ensuing cover up cost a cop his job, gave the FPD yet another black eye, and eventually entangled the City in a losing a retaliatory lawsuit against FFFF and bloggers Joshua Ferguson, David Curlee.
Partial videos have finally been released, although the dash cam videos have not. Of course this is not a surprising omission given that the cop in charge at the scene -Sergeant Corbett – did his level best to obscure images the still-inebriated Felz; the dash cams would undoubtedly show the the not-too flattering images of Felz hit-and-run and his comical attempt to escape the long arm of the law.
An observant Friend just shared a link with FFFF about an item that caught his eye. Apparently Joe Florentine, the subject of many posts on FFFF is seeking a new gig. Here’s his entry on LinkedIn:
Now, FFFF is not a jobs center and neither are we job recruiters. But damn! I know talent when I see it, and this guy has it in spades.
Now, I’m not going to show this upstanding citizen’s whole resume, because, humble and self-effacing as Joe is, he omitted to share some real ability. I’ll help out.
Joe’s Unique Skillset & References
Enterprising. Built restaurant addition on a public sidewalk and got away with it.
Creative. Operated an illegal night club in contravention to City of Fullerton regulations for many years.
Recreational Opportunities Deployment. Exercised the greatest latitude in permitting patrons to enjoy interpersonal contact on dance club floor (i.e. see “Drunken Others”).
Plumbing and Wastewater Systems Expertise. Avoided adding additional sewage to the wastewater system by utilizing the same toilets for multiple businesses. Urination and defecation were performed by patrons without overloading existing wastewater systems.
Mixological Ingenuity and Marketing Acumen. Brought the Fish Bowl concept to downtown Fullerton to acclaim and adulation, specifically, in which a patron could buy a 128 fluid ounce cocktail.
Daring. Refused requirement to install fire sprinklers as mandated by City permit approval.
Creative Writing and Teamwork. Forged an official City planning application with the consent and foreknowledge of the City Manager and Planning Director and City Attorney.

It’s true that the gears of justice grind slowly and no where is that more true than in the case of the Florentine forgery. You remember that, right? Joe Florentine, proprietor of the family amalgamation of restaurants on the corner of Harbor and Commonwealth deliberately altered an official planning document so that he could pursue the Conditional Use Permit that he had never bothered to get. That was in January 2020.
Jail is for the little people…
The document was changed to make it look like Florentine was the owner of the property simply because he had a business there. His specious legal theory was backed up by City Attorney Dick Jones, who had his own conflict of interest in the matter and never should have been involved in the first place.
Poor Joe. A victim of circumstance…
To their credit, the Planning Commission refused to deal with the matter and the application was dropped. But the forgery was not forgotten, as desired.
Hitching to Desert Center
The real owner of the building, Mario Marovic became involved in a lawsuit with the City over this complicity by both the City Attorney and the City staff – most notably City Manager Ken Domer and Planning Director Matt Foulkes. When that case was settled to Mr. Marovic’s satisfaction ($25,000 courtesy of you and me) he proceeded to file a criminal complaint with the Fullerton Police Department.
That was over eight months ago.
Finally, we hear from folks at City Hall that the case is finally making its way to the District Attorney. Why it has taken the sleuths at the FPD almost nine months to refer this case to the DA can only be explained by a reluctance of the cops to make their compadre public employees look bad. The evidence was right there, on video. The perp admitted what he had done. A blind man could have processed this thing expeditiously. Well, fair is fair, I guess, and Fullerton’s City Managers have never once said or done anything to correct the rampant corruption in the police department.
Matt Foulkes. The spin out left casualties…
Well, the hapless boob Domer is gone, kicked out after several years of gross incompetence and mismanagement; Foulkes fled to Buena Park – a step down – but presumably a step ahead of the axe. Both should be damn glad this issue hasn’t come up sooner because both were complicit in the forgery – and that in itself is a felony.
While scanning the City of Fullerton public records requests the other day, I came across this interesting tidbit, requester, not yet known:
We already know that was the day our Councilman Ahmad Zahra was arrested, somewhere, somehow, for something. All the records for that case are locked up tighter than… well, real tight.
And the fact that this particular request is related to our bad boy’s bad day is reflected in the City’s perfunctory response:
2671 Foxborough Place. Why is this address of significance to the events of that day? Is this house the home of any of the principals in the Zahra battery and vandalism case? I don’t know for sure, but somebody thinks it’s relevant, and of course it’s all a big secret as far as our city government is concerned.
The Strange Case of Ahmad Zahra’s Disappearing Case is starting to come into focus. Zahra, the arrogant and pontificating council representative from District 5 says he has been exonerated by the justice system for charges of battery and vandalism levelled by DA Todd Spizter. But another, well-placed source claims there was no exoneration; that Zahra pled guilty, did some sort of community service and that the Court was petitioned to seal the case and wipe the slate clean.
If you listened to Zahra’s victimized account of events at the City Council meeting a couple weeks ago you would have heard his side of the original event. He claimed that the people involved – his ex-husband and a female – showed up where he was living with mom; that they were behaving in such as way as to frightened his dear mother; that she then called him: that when he arrived the cops (called by who knows who) were already there; that he knew nothing of the woman at the scene, etc.
Well this tale could be true. And it could also be a web of lies meant to make the Zahras, mere et fils, look like the victims. Since the case is sealed up like a pharaoh’s tomb, we are forced to consider the alternative scenarios with their likely stark difference in facts.
Fortunately there is one person who can clear this matter up in a heartbeat. And that’s Zahra himself. Whatever happened, he can produce correspondence from justice officialdom informing him that the case is being dropped because…whatever. Personally I think that is highly unlikely to happen since it must have been Zahra himself who petitioned the court to wrap up the case like a mummy, indicating that he was more interested in hiding the facts than in advertising his innocence.
If Mr. Zahra thinks he can ride this out, he is mistaken. His demeanor on the council has not made him any friends and pretty soon this issue is bound to get traction despite local media indifference to such things.
As the friends already know, Last fall Fullerton Councilman Ahmad Zahra was arrested by his own cops because of some fracas he got himself involved in. He was charged by the DA with battery and vandalism.
Hmm. Of course justice never quite runs the same course for elected folks as it does for the rest of us and we are left wondering what went on the scenes to make this record simply vanish. Was it a political deal? DA Todd Spitzer and his underling Shawn Nelson have never been known for their ethical behavior. On the other hand it may well be that the other people involved in this set-to have been persuaded that they wouldn’t make very good witnesses.
By now all the Friends know that our former Mayor-for-Hire, Jennifer Fitzgerald, has crammed all the loot she could stuff into her bags and is hightailing it for a state that has no extradition treaty. But her name still resonates, of course – a symbol of government treasury looting.
Well, here’s something interesting- a FitzySpark story that has several layers, each one suggestive of fraud.
For the past several years Fitzgerald reveled in the title of “Vice President” of Curt Pringle and Associates, an elevated title that suggests she was a valuable employee. But was she?
Here’s a snap from a report showing that Fitzgerald received a little government stimulus cheese to help out “payroll” for her little influence peddling operation “CL& Communications.”
If the cheese stinks, nibble on it…
Hmm. So she’s working for Pringle for years and yet collecting PPO money? And of course her little one man show has been around a lot longer than 2 years or less. In fact, here is some helpful corporate info on Fitzy’s biz:

Please notice that CL7 Communications has been around since 2009. Has the government been defrauded? I don’t know. You could try asking Dick Jones. Notice also that this business continued to exist through the years when Fitzgerald was supposed to be an officer of Curt Pringle Associates.

Well at least Pringle’s been around longer than two years so there’s a rare bit of honesty from the greasiest lobbyist in Orange County. He got $175,000, also for “payroll” and one wonders if that included 1099 payments to Jennifer Fitzgerald, who gives every indication of not being a Pringle employee at all, but rather a contractor. And if that’s true, Pringle and Fitzgerald have violated California employment labor law and the Federal tax Code. See, the IRS wants employers to pay for stuff like Social Security and Medicare through withholding; and the State wants to make sure employees are not being exploited, and that Worker’s Comp insurance is in place by the business.
Now I don’t know that SparkyFitz wasn’t a real employee of Pringle; and I don’t know if Pringle was faking it to dodge paying taxes. But something smells here, and it isn’t overripe government cheese.
Who is Eddie Manfro? I asked myself the other day. Name sounds familiar.
See, I had seen the name pop up on a Fullerton City Council agenda as somebody who was involved as a participant, along with our former City Manager, Ken Domer, in carrying on labor negotiations with the City’s labor unions.
Hmm. Where had I heard that name before? Then it hit me. He’s the former City Manager of Westminster, who quit last year to become some sort of “human resources” expert whose supposed abilities were now for sale. Apparently Ken Domer was in the market for Manfro’s “expertise.” If the thought of a couple of bungling bureaucrats negotiating on your behalf makes you a little uneasey, well…but, I digress.
Here’s why I remember Eddie Manfro: he’s the City Manager who willingly participated in the Dick Jones scam in Westminster, where our ethically plugged-up City Attorney pretended to be a city employee to qualify for the CalPERS pension system and even went so far as to submit fraudulent time cards to line up with the sham. I believe these are all crimes.

And Eddie Manfro went along with the scam; and now, surprise, he is getting work from another agency in Dick Joneses stable of fine municipalities.
How did Eddie acquire this gig, that’s what I would like to know. And when for God’s freaking sake is Fullerton’s City Council finally going get rid of the incompetent, corrupt, and utterly self-serving, the Dickensianly awful, the I Can’t Believe It’s a Law Firm® of Jones and Mayer?
