Yes, Friends, the Union Pacific Park (also known in Fullerton as the Poison Park) the project cynically foisted on the residents of the Truslow Avenue neighborhood by City Hall, is still in the news.
Some of our City Council wants you to overlook the 20-year history of dangerous incompetence, indifference and insulting condescension this dead patch of land symbolizes. Instead they want to pretend to give a damn about the residents and their wants and needs; and they want us to believe they are sincere.
They aren’t.
The smile was wearing thin…
In the latest go-round 5th District Councilman Ahmad Zahra agendized, with the concurrence of 3rd District Councilman Jesus Silva, the topic of holding community meetings to discuss with la communidad what to do about the park. This was very strange, very illogical and very disingenuous of these two twits, given the fact that the two of them only a couple of months ago tried to cram a gated private events center, masquerading as an aquaponics farm on the site. These two worthy gentlemen never bothered asking anybody about the impact of this idea from noise to parking issues on Truslow, so it’s reasonable to conclude that Zahra and Quirk-Silva don’t give a shit about the people in the neighborhood and were just playing games.
1st District Councilman Fred Jung interceded, suggesting that an ad hoc committee be set up to talk about ideas for the park; and this is a blessing. The idea of letting parks staff, the same incompetent boobs who have made an embarrassing mess out of this site, guide sham meetings is appalling. The rest of the Council with the predictable exception of the hypocritical Zahra, agreed to Jung’s motion.
Well, here’s some advice to this committee, when, and if it is actually appointed and meets: let somebody who has real ideas and who can put this site into the larger context of surrounding industrial land take a swing at this disaster zone. Fullerton Parks staff will only condemn the Poison Park to another 20 years of abandonment and decay.
Early on the morning of August 18th our City Council voted to appoint an advisory committee to consider drawing a new district map for Fullerton council seats. The Council decided to keep final approval for themselves.
You may recall that the City voters adopted districts in 2016 as part of the legal settlement with minority groups. That map was cooked up behind the scenes by Jennifer Fitzgerald with the assistance of downtown bar owners whose aim appeared to be splitting up downtown into 5 parts, three of which were each connected to their main body by tenuous electoral tissue. Naturally, the one and only map went along on the ballot with the question of having districts at all. Amazingly, all the councilmembers, including Bruce Whitaker went along with the sham, gerrymandered map, whose ostensible author, Jeremy Popoff, was Fullerton’s worst scofflaw bar owner.
The process of redistricting is almost always a charade with just enough public participation to look sort of legit. This time will be no different. It’s bound to consume staff time and require the services of a friendly consultant and a subscription to web-based demographic software.
It’s hardly necessary. Fullerton naturally divides into clear-cut areas of “communities of interest” both geographically and ethnically. So here’s my suggestion for a new map. I offer it humbly to the Friends, and the deciders, free of charge.
Consolidation, compaction, clarity. Northwest, North Central, East, South Central and Southwest. Gee, that was easy.
You may have noticed your streets getting torn up by dudes in personal vehicles lately. That’s because Fullerton is set to become the country’s largest SmartCity in the typical Dumbest Ways Possible that we’ve come to expect from our dear leaders.
By way of example, let me share some of the best work which was done on my street:
It’s good enough for government work…
I’m not being facetious. This is literally some of the best work they’ve done in town that I’ve seen.
In one neighborhood they removed concrete to install an access box, cut it unevenly and then filled the space with… asphalt. They couldn’t even be bothered to finish it properly.
But don’t worry I’m sure we’ll get some oversight on this slipshod work the same way we got oversight with the Stairs to Nowhere. Oh. Wait. No. We were given excuses and bloviating exhortations about how much people love to exercise on the stairs so that meant quality work was out of the question.
If these contractors screw up our roads who gets held accountable? Who’s fixing the problems?
Likely nobody sadly.
But for the sake of it, indulge me in a little history of how we got here.
This goes back to 2014 with the council voting 5-0 to grant an easement to SiFi networks, a privately held company that promised to make us the most awesomest awesome SmartCity that ever awesomed. Our City Staff crowed about how awesome it would be and the project was approved and began ever so slowly. In that time we’ve gotten rid of the useless and feckless Economic Development Committee that this went through, the head of said EDC and City Manager lackey Nicole Bernard has left Fullerton, City Manager Joe Felz… well, Joe Felz’d into Sappy McTree. The head of Public Works Don Hoppe has been replaced by a non-engineer and so on down the list we can head.
The only folks, as of today, who had approval on this project that are still in office or working for the city are City Councilman Bruce Whitaker and the utterly corrupt and incompetent City Attorney’s office of Jones & Mayer. That leaves us with who is overseeing the work today because as far as I can tell, granting an easement doesn’t grant the right to destroy our roads or screw up our sidewalks.
The company doing this isn’t a fly-by-night operation either. This is a network of companies with deep pockets screwing us right now. Lets to run it down.
SiFi networks is a privately owned company that is being financed through global infrastructure venture fund Whitehelm Capital. These are the people who are themselves contracting with construction crews to tear our streets apart to put in fiberoptic lines for fast internet service.
SiFi will then sell access to those fiber lines to the re-selling company Ting (& in other cities GigabitNow). Ting is who we have the option to buy service from and they are a wholly owned subsidiary of Dish Networks through Tucows.
Our city agreed to this project, without oversight of the actual work being done apparently, despite the deep pockets looking to take us for a ride.
The selling point is that they are offering “Gigabit” internet speeds which means 1000 Mbps or, well, pretty fast, and they claim they’re cheaper than anybody else. In looking at their pricing they run $79/mo + $9/mo for their modem. In contrast, AT&T in my area is offering $60/mo + $10/mo for their modem. Install fees vary and if you do or don’t want a yearly contract seems to be the biggest talking points. There is also the issue of data caps but this won’t impact most people because AT&T offers a lot of data in their basic plan that most people won’t use. I’m a part-time gamer and I watch a TON of Tv/Movies and have never breached data caps. Spectrum’s website indicated they were more expensive which is odd b/c I pay slightly less than AT&T and haven no data caps. I’m coming in at about $20/mo cheaper than Ting is offering.
Even if you factor in AT&T’s installation fee, which I’ve never paid after haggling with the rep, they still come out cheaper than Ting.
If the pricing is HIGHER, is Ting at least a better company? Well, no there is no evidence of that. Ting has a rating of 2.5 stars on Yelp but they’re mostly a wireless cellphone re-sellser of T-Mobile lines so that has a lot to do with their nonsense. Their actual reviews on their internet service are few and far-between.
If the service provided by SiFi on our streets is any indicator of the service we can expect from Ting, I’d recommend opting out and sticking with the devil you know in AT&T, Verizon, Spectrum or whomever.
While I’d like to point to corruption and graft as the culprits for the incompetence here, I think Occam’s Razor tells us it’s just good old fashioned Fullerton City Hall incompetence.
One good thing is that as she’s leaving our council today, Jennifer Fitzgerald has finally managed to keep her word of ruining over 8-miles of road in a year. Oh. She said fix. Damn. Nevermind.
Don’t believe the lies being peddled by the Chamber of Commerce, Lobbyist hacks or the City Council. Covid-19 is just the perfect and newest excuse to put lipstick on the the pig that is City Council’s inability to spend your money with any responsibility.
Exploiting the pandemic to cover up their incompetence
The City, which has been working on this sales tax for well over a year, simply wants to tax you more – the people with a median household income of $73,360 and a 13.4% poverty rate – so 300+ government workers can have total compensation packages worth over $100,000 and that $30,000,000 (30 Million+!) price tag is just the most obvious top layer of why Fullerton is broke.
So the government mandated lockdowns over Covid, the “two weeks to flatten the curve”, is just a convenient excuse for what the city has been planning for quite some time. Here’s the meeting minutes from the Infrastructure committee from back in January where City Manager Domer indicated, and I quote, “a need to raise revenue potentially through a sales tax measure”. That was 15 January 2020, 4 days BEFORE America’s first known Covid positive patient walked into a Washington clinic complaining of a cough and fever.

In fact, the city hired a PR firm, FM3, to poll people back in November of 2019 in order to gauge interest on a sales tax. This survey started BEFORE even China had a known positive case.

That pre-Covid survey directly asked people, related to a sales tax increase: “Q. If the election were held today, do you think you would vote “yes” in favor of this measure or “no” to oppose it?” and gave a sample ballot measure that is remarkably similar to what is on this November’s ballot.
Vote NO!
So don’t believe their lies and excuses as to why they so desperately need to tax you more now. The city wanted this tax long before the world knew Covid was a thing & will say and do anything to take more of your money.
Well, really what did you expect. The political action committee that calls itself Fair Elections in Fullerton (or some other nonsensical bullshit) and that is promoting the 17% sales tax increase has been misbehaving. Not unusual, given that it is a creation of city employees and funded by union and there is a lot at stake for them.
Opposition No on S political signs have been destroyed and stolen, and replaced with Yes signs, signs that suggest our roads might be the beneficiary of our largess, and not true, of course.
Here’s a new ploy: actually covering No on S signs with their own, a shitty little tactic that fits so well with the entitlement attitude of our over-entitled “public safety” Heroes.
By now you Friends are well aware of the flaming crash and burn known as Yes on K – the $300,000,000 Fullerton Joint Union High School bond grab that was hammered at the March 3rd polls. Yes, we know about the scam: the last minute approval, the deceit and flim-flam, the illegal use of public facilities and personnel to foist this bureaucratic-inspired, taxpayer funded joyride on the public.
Maybe the worst offense by the educrats and their pals who worked behind the curtain for Measure K was the way in which the legal campaign reporting requirements were mysteriously dodged – no records of the Yes on K campaign were to be found on either the Secretary of State’s website, or on the Orange County Registrar of Voters’ pages. How come? We’ll never know because those in charge of such things don’t care and know they are shielded by a system that tolerates it.
But that omission spurred a complaint by anti-K activist Tony Bushala, whose complaint produced, finally, an actual record by the Yes On K Committee. Now we finally get to know who funded this dumpster fire, who organized it, and who profited by it.
First, let’s examine the names of the contributors. You’ll notice that there aren’t very many. And please note that there are are no citizens listed. None. Just parasites of the educrational system: architects and engineers, all. People who have been cajoled, sweet talked, coaxed into giving money – lots of money – to the cause.
Something called Ghataode Barron Architects got stuck for an amazing 50 grand. Let’s remember that name, folks. Another happy contributor was pjhm, a lower case sucker looking to make bank on our dime. And there’s an architectural consultant from North Carolina? Really? Our overpaid administrators had to work overtime to find somebody across the country , Little Diversified,that was dumb enough to be shaken down for a lost cause. Obviously, the Newport Beach office didn’t inform corporate about how little $49,900 buys you in Fullerton these days. Finally, let us not overlook PBK, another architectural operation that has gotten greasy-fat off over priced school construction.
Fortunately the campaign filings also reveal some of the educrats who got themselves reimbursed out of petty cash for “phone bank supplies,” whatever that means. Here they are:
Hmm. Will Mynster. Now where have I seen that name before? Oh, right Principle of Troys HS and an architect himself – an architect of illegal use of public school resources and property for campaign purposes. Renee Gates is an Assistant principal in the district. So is Dan Sage. So is Caroline llewellyn. So is Jacqueline Barry. So is Marvin Atkins. So is Marcene Guerro. So is Steve Garcia. So is Belinda Mountjoy. So is Katie Wright. So is Jill Davis. Adam Baily has graduated to full-fledged principal. Todd Butcher is the guy in charge of construction for the district – a guy whose livelihood depends on a flow of cash from these massive bonds. What these six-figure educrats were reimbursed for remains a secret, although one supposes that manning the phone bank as the campaign took on salt water required lots of pizza and red wine. The real point here, of course, is that the whole operation was run by well-paid public employees with a personal interest in the outcome – and no private citizens, at all.

And finally we come to the campaign consultant, who, along with some unnamed bond salesman shares the credit for this fiasco, although we should be thankful for their failure.. The name is Clifford Moss, who charged the District, er, um, the Committee over $30,000 in “fees,” not counting what they raked in as overhead on stuff like crummy mailers and yard signs. Clifford Moss. Hilariously Cliff’ got their ass handed them by a local guy, Tony Bushala, who didn’t cost anybody else anything. And it looks like Clifford Moss’s Laura Crotty, who somehow managed to spend fifty bucks on name tags, won’t be bragging about her 2018 100% campaign win rate anymore.
The Yes on K campaign blew over a hundred grand, outspent the opposition 10 to 1 and still lost in the “Education Community.” For those in the business that might suggest a rough road ahead – almost as bad as Fullerton’s notorious potholes. But the K Committee left almost 90 grand in the locker room, so don’t be surprised Dear Friends if they don’t try to slip this onto a future ballot at the end of some little-advertised board meeting.
Yesterday a lot of chickens fluttered home to roost for sign thief and fake carpetbagger Paulette Marshall Chaffee. After spending hundreds of thousands of bucks for a part time job on the county’s Board of Education, she was defeated, and defeated badly. The job goes to La Habra’s Tim Shaw, another candidate who unloaded a boat load of dough.

But the most humiliating part of all for Paulette was getting beaten soundly by Vicky Calhoun, a woman who spent almost nothing.

Have we seen the last of Ms. Marshall? Hard to say. The woman is oddly unaware of her own unpopularity and the stigma with which crime decorates the perpetrator.

One thing is certain, however. The tale of the little web of phony “community news” websites that were concocted by the Chaffees without any Fair Political Practices Committee requirements isn’t over by a long shot. Ms. Paulette can look forward to yet another day in court.
I just took a quick tour of the required Form 460 campaign documents for the “committee” that is pushing for the $190,000,000 Fullerton Elementary School Bond measure on next Tuesday’s ballot. Sure enough, Schedule A, the contributor list for mid-January to mid-February was studded with district contractors, architects and other commercial hangers-on whose livelihood depends upon the goodwill of the administrators who no doubt illegally leaned on them to pony up. It was also turned in grossly incomplete and hopefully isn’t representative of the quality of homework turned in required by students in the district.
The list was also remarkable for the relatively few district employees willing to drop their proverbial dime to the cause a few dozen. Remember that the district has hundreds of employees who pull down $100,000 or more, annually. In some cases, a helluva lot more.
But what really caught my attention was Schedule G, a page of which I faithfully reproduce below:

Here we see an “independent agent” named Rob Coghlan dishing out $3500 for fundraising parties at a couple of downtown restaurants. How amusing. Well, hell, I like a good time as much as the next Irish-American, but really, $3500 to try to to raise money? Or maybe it was just to recognize previous camp follower donors. Who knows? But I do know that Robert Coghlan is an administrator in the school district. I sure hope he hasn’t been working during company time to lean on district contractors or employees for donations to his cause; or that maybe he really likes depositions.

FFFF recently received an e-mail from something calling itself The Fullerton Gazette. The document touted a list of recommendations for the March Primary ballot yet contained no FPPC number and no political action committee name. Hmm. There among the recommendations was convicted trespasser and thief, Paulette Marshall for OC Board of Education.

A quick trip to the Fullerton Gazette website revealed a very recently concocted site with ridiculous generic “articles” that only an idiot would read. But there buried in the other pabulum was a “story” about Marshall’s interview with some thing called the “Anaheim Education Bulletin.”

A helpful link takes the curious reader to the Anaheim Education Bulletin website, another recently fabricated site with the same sort of crap we discovered on the Fullerton Gazette site. And once again, buried in the other trash is the interview with Marshall, nothing other than a political advertisement.

But now a name appears to give the thing a tincture of verisimilitude: Deborah Hayter. A quick internet search for this unusual names indicates some woman scratching out an existence as a publicist and PR person, which all makes perfect sense: an Astroturf campaign trying to look like a legitimate journalistic endeavor.
Our esteemed City Council appointed lobbyist-councilcreature Jennifer Fitzgerald to be the new mayor a couple weeks ago. Supposedly it’s her turn again. How and why Jan Flory was appointed Mayor Pro Tem is anybody’s guess, especially since Bruce Whitaker and Ahmad Zahra have been on the council longer without appointment – supposedly the criterion for getting the job.
Zahra and Jesus Silva Quirk are no doubt angling to grab the mayor titlee when they run for re-election in 2022. They aren’t too bright, but they’re smart enough to count in four-year increments.
But the nasty machinations of our talent-free council are not the point of this post, merely a rolling introduction. What I really want to share is the completely self-serving and fraudulent mayoral bio Ms. Fitzgerald has placed on the City’s website, the first two paragraphs of which I reproduce here:
Mayor Jennifer Fitzgerald was elected to the Fullerton City Council in November 2012 and served as Mayor Pro Tem in 2014/2015 and Mayor in 2015/2016. In her first three years in office, Mayor Fitzgerald played a key role in several significant accomplishments, including a $3.5 million retroactive refund of water rate overcharges, public safety reform, a substantive increase in funding to repair the city’s aging roads and water infrastructure, and adoption of new transparency measures for public employee labor negotiations.
Mayor Fitzgerald represents the City of Fullerton on the Board of Directors for the Association of California Cities-Orange County Chapter and she is a Member of the Board of Directors for the Orange County Taxpayers Association. She is a former Metropolitan Water District Director, Past President of the North Orange County Chamber (formerly Fullerton Chamber of Commerce) and past Member of the Board of Directors for the Fullerton Historic Theater Foundation. Previously, she served the City of Fullerton on its Planning Commission and General Plan Advisory Committee.
It’s pretty bad that Fitzgerald is trying to take credit for the water refund she fought tooth and nail to minimize. It’s worse that she is trying to get gullible folks to think she has done anything about police reform , when in reality she has been an ardent defender of cover-ups for eight years – including hush-up settlements and even being implicated in hiding the drunk hit-and-run perpetrated by her buddy Joe “Wild Ride” Felz. The unkindest cut of all may be her bragging about “increased funding” for street and water infrastructure that she and her comrades let sink into a deplorable mess – the worst in Orange County.
At least this go ’round she omits her oft-repeated lie that she has balanced budgets, but her re-election campaign material will no doubt rectify the omission. I’ll be checking into that.
And finally I direct your attention to paragraph two, wherein the tone deaf Fitzgerald blithely recaps all the public money laundering agencies she has consorted with, peddling her wares as a lobbyist for one of the greasiest operators in OC – Curt Pringle.
